World Vision Somalia Program wishes to invite applications from highly competent dynamic, self-driven and results oriented Somalia Residents to fill the following vacancy to be based in Baidoa Office.

Monitoring & Evaluation Officer I

Purpose of the Position:

The position will report to the M&E Manager and will assist the same in the overall design and implementation of the SomReP monitoring and evaluation (M&E) systems and products, specifically data collection, analysis and associated reports. The M&E Officer will also be responsible for maintenance of the website and all functions associated with the performance of embedded platforms such as the curation and maintenance of the CKAN data catalogue, the SomReP M&E dashboard and the indicator tracking tool developed by Kimetrica.

This position will assist in the development and management of the joint M&E framework for the Somalia Resilience Programme (SomReP) Consortium and provide support to enable the collection of data in surveys and evaluations and the statistical analysis for reporting of program results.

Key Outputs/Responsibilities

  1. Provide technical and surge support to field teams on monitoring and evaluation processes with a particular focus on data collection initiatives and statistical analysis for reporting of program results
  2. Supporting the use of mobile phone data collection by assisting with training field staff, the creation of questionnaire templates and providing administrative support where necessary.
  3. Work with SomReP TU GIS Specialist, WV Somalia ICT Team and other TU members to maintain and update the SomReP website and all platforms within, specifically the data catalogue, dashboard
  4. Work with M&E Manager and assist in the production of qualitative and quantitative survey tools, sample frameworks and reports for baselines and annual measurement surveys as well as routine indicator tracking outputs

Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Education: Bachelor’s Degree in Statistics, ICT or other relevant discipline.
  • Experience in design, development and maintenance of XLS-Forms for use in Open Data Kit (ODK)
  • Experience in training and support to data collectors, particularly ODK Collect users
  • Excellent working knowledge of major databases and analytical programs including MySQL, Visual Basic, MS Access, MS Excel, STATA and SPSS
  • Fluency in Word is essential, as well as advanced use of PowerPoint and Excel
  • Advanced knowledge and experience of standard Monitoring and Evaluation procedures and tools
  • Experience in use of large datasets for data analysis and reporting
  • Experience in use of Business Intelligence tools, QlickView and QlickSense and management dashboards
  • Excellent interpersonal, written and verbal communication skills
  • Strong analysis skills (qualitative and quantitative)
  • Excellent one to one and group communication /information presentation skills
  • Experience in training and capacity building in M&E mechanisms at various project levels
  • Good understanding of various donors’ requirements
  • Experience in designing and leading on specific development research projects
  • Some experience with project design and management would be considered an asset
  • Goal oriented with ability to work under pressure, independently and with limited supervision.

Working Environment / Conditions:

  • This position will be based in Baidoa and travel across other districts within Somalia.
