Objectives

You will be involved in improving safety practices at head office and at the MSF-WaCA Operations Centre.

Main responsibilities

Review-analysis: records, documents and analyses major security events affecting MSF people and property and plays an active role in disseminating information within the movement.

· Continue the deployment and maintenance of the IT tool for security incident data.

· Set up and manage, with the relevant departments (operations, medical, human resources, logistics, finance), a data collection system to record serious attacks on MSF property and staff.

· Carry out or coordinate research aimed at:

  • Determine the circumstances and causes, certain or possible, of the most serious accidents or incidents.
  • If necessary, draw up safety recommendations to prevent future accidents and incidents.

· To contribute to the capitalisation and circulation of information relating to major incidents which have had an impact on MSF.

· To present an annual quantitative and qualitative assessment of safety management at MSF WaCA, in coordination with the other sections, and to regularly propose local or general measures to improve it.

Training: developing and running safety training courses and workshops

· Working with the relevant departments (operations, logistics, ….), develop safety training workshops and/or modules based on documented experience.

· A review of existing tools, their use and limitations (risk analysis, safety guide and standard operating procedures, contingency plans, incident reports).

· Ensuring the overall consistency of the content and messages conveyed in these training courses.

Run training courses at the HQ office and in the field.

Advisor: providing advice and direct support to operations

· Participating in the identification of equipment dedicated to safety management, its implementation in the field and capitalising on experience of its use.

· Provide the teams in charge of operations at head office and in the field with a set of document templates and protocols for safety management and keep them up to date.

· Contributing to the preparation of responses to major incidents, advising and assisting in decision-making relating to the management of these situations.

· Supporting the definition and implementation of the informed consent policy for all staff.

· Carrying out assessment/advice/learning missions in the field relating to the analysis and management of general or specific risks (e.g. kidnapping) with reference to the application of WCA procedures and tools.

· Participate, on an ad-hoc basis, in team briefings and debriefings on specific security issues.

Organise WaCA’s critical incident response preparation

· Be in charge of the headquarters contingency plan

· Identify and propose to the Deputy Dirop the people who can take part in crisis cells

· Organise training and preparation sessions for identified staff (HQ and field)

· Update the head office contingency document

· Co-ordinate and raise awareness among the various departments involved in crisis unit support

· Ensuring that the crisis unit’s equipment (IT and other) is working properly and that it is available.

· In the event of a critical incident, participate in the crisis unit/organise and support the setting up of the crisis unit.

Be responsible for monitoring and analysing your activity:

· Ensuring that the information needed to steer the business is passed on.

· Analysing and passing on to the departments the specific problems for which he/she is responsible.

· Drawing up the budget for his/her activity and participating in reviews as required.

Representation: represents the sector internally and externally

· Represents MSF WaCA vis-à-vis other humanitarian security players (referents, other CBOs, NGOs, etc.).

· Develops a network of contacts with other security professionals (experts, academics, specialists in specific regional areas, etc.).

· Leads the implementation of the Intersectoral Security Management Agreement (ISA) within WaCA.

· Ensures the implementation and monitoring of the Sindy level at all levels (headquarters and field).

· Is responsible for exchanges with the SIMM platform and all other bodies related to his/her sector.

· University Degree

Competencies/Aptitudes

· Excellent security management ability for humanitarians organisations

· Excellent project management skills.

· Good knowledge of missions and programmes.

· Understanding of operational issues

· Data analysis and report production.

· Ability to cooperate, rigour, analytical skills and ability to summarise; teaching skills; good interpersonal skills, dialogue and listening skills.

· Ability to travel frequently in a variety of contexts.

Professional experience required

· MSF field experience essential;

· At least 2 years’ experience as a Coordinator (Head of Mission, Logistics Coordinator, Project Coordinator).

· Experience in managing complex security contexts and crisis situations essential.

Languages Skills

· Working proficiency in English and French

Computer Skills

· MS Office suite (mainly MS Word, Excel and Powerpoint)

Médecins Sans Frontières (MSF) was founded in 1971 in France by a group of doctors and journalists in the wake of war and famine in Biafra. Their aim was to establish an independent organisation that focuses on delivering emergency medicine aid quickly, effectively and impartially.

Doctors Without Borders

Three hundred volunteers made up the organisation when it was founded: doctors, nurses and other staff, including the 13 founding doctors and journalists.

MSF was created in the belief that all people should have access to healthcare regardless of gender, race, religion, creed or political affiliation, and that people’s medical needs outweigh respect for national boundaries. MSF’s principles of action are described in our charter, which established a framework for our activities.

MSF's first missions

MSF’s first mission was to the Nicaraguan capital, Managua, in 1972, after an earthquake destroyed most of the city and killed between 10,000 and 30,000 people.

In 1974, MSF set up a relief mission to help the people of Honduras after Hurricane Fifi caused major flooding and killed thousands of people.

In 1975, MSF established its first large-scale medical programme during a refugee crisis, providing medical care for the waves of Cambodians seeking sanctuary from Pol Pot’s oppressive rule.

In these first missions, the weaknesses of MSF as a new humanitarian organisation became readily apparent: preparation was lacking, doctors were left unsupported and supply chains were tangled.
