Chemonics International seeks multiple Chief of Party (COP) candidates for multiple anticipated USAID-funded health activities in the Democratic Republic of Congo (DRC). These anticipated projects aim to improve health outcomes through enhanced access to quality healthcare, strengthening capacity of health institutions, community engagement, improvement of health financing practices and governance in the health sector, improvement of health information systems to respond to emerging infectious disease threats, improvement of supply chain management systems, improvement of the pharmaceutical sector, and development of health and information system activities to improve the capacity of the public health system.

The COP role will provide strategic vision, leadership, and overall management in the design and implementation of all technical interventions for the project and will serve as the primary liaison with internal and external stakeholders to ensure activity alignment with USAID and project objectives. The position(s) are anticipated to be based in Kinshasa, Democratic Republic of Congo. Please note that hiring for this position is contingent upon future contract award and funding to Chemonics International. Responsibilities include:

  • Direct and oversee technical design and implementation of the activity’s strategic long-term vision and interventions to achieve results and impact
  • Provide technical leadership, guidance, supervision, and management of technical, operational, and financial leads and teams, consultants, subcontractors, and grantees. Responsible for the overall activity’s financial management
  • Develop and maintain relationships with counterparts and participants, including but not limited to relevant regional organizations, national and subnational governments, local actors, NGOs, academia, and private sector entities
  • Oversee the design, preparation, and timely implementation of work plans and completion of activities within budget and oversee risk management for program activities to ensure compliance with USAID and Chemonics rules, regulations, norms, and policies
  • Support the development and implementation of key management systems that will support project planning, reporting, and performance management
  • Identify challenges, obstacles, and difficulties affecting program implementation and develop and implement strategies to effectively mitigate and resolve
  • Oversee and review all technical writing products and deliverables to ensure completion of all deliverables and timely reporting to USAID
  • Liaise with Chemonics Washington DC security staff and other security stakeholders to ensure the safety of staff, assets, and beneficiaries
  • Liaise with USAID, partners, stakeholders and the Ministry of Health, and other government entities and deliver verbal or written presentations, as requested, to various audiences
  • Local and international travel as required

Qualifications:

  • A Masters degree or higher in public health, international health, business management/administration or public administration, international development, or other advanced degree in a related field such as medical doctor or doctor of pharmacy
  • Minimum 10 years of progressively responsible experience managing public health programs in DRC/Central Africa or other resource-limited settings ideally in project implementation sponsored by USAID or other international donors
  • Five years of experience working as chief of party, deputy chief of party, country director, or senior leadership position, with USAID or other international donors in DRC/Central Africa experience preferred
  • Knowledge of DRC health systems, private sector, and governance structures
  • Demonstrated ability to work with local stakeholders and partners to strengthen capacity and proven understanding of collaborative learning and adaptation
  • Proven leadership in the design, management, and implementation of similar-sized programs
  • Excellent diplomacy skills and a proven ability to establish and maintain professional relationships with external stakeholders
  • Demonstrated skills to ensure coherence and consistency in a fast-paced environment under tight deadlines, including quality control and timeliness of all deliverables
  • Strong interpersonal and oral/written communication skills
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English and French (written and verbal) required
  • Qualified Congolese nationals are strongly encouraged to apply
