Context and Scope of the Position

Under the overall supervision of the Chief of Mission for the Special Liaison Office (SLO) in Addis Ababa and the direct supervision of the Special Liaison Unit head, the incumbent will be assigned to liaison functions with UNECA as well as the AU. She / He will also support other activities of the Special Liaison Unit, including the work with IGAD. In particular he/she will perform the following duties and responsibilities:

 Responsibilities and Accountabilities:

  1. Coordinate IOM’s continuous contribution to ongoing regional and continent-wide programs on migration issues and represent IOM in inter-agency coordination working groups.
  2. Strategically identify new areas of collaboration and strengthen partnership  with the different UNECA departments with migration related functions, UN liaison offices to the African Union and other relevant partners to mainstream migration in regional and continental discourses and policies.

.3.      Serve as the IOM focal point for the UN Regional Coordination Mechanism – RCM Africa and manage IOM’s contribution to RCM’s cluster system and interaction with the African Union Commission.

  1. Represent IOM in regional and continental conferences, workshops, seminars, meetings especially the ones organized by the UNECA, UN agencies, the AU and other relevant entities;
  2. Develop a strategy for an expanded partnership   with the IGAD secretariat and work on the implementation of specific program activities in collaboration with other team members of the Special Liaison Unit.
  3.  Identify donors’ priorities regarding their partnership with the African Union and IGAD on Migration issues and develop programs to mobilize resources for migration policy related activities.
  4. In coordination with Head of Mission and direct supervisor, participate in continental policy discussions and debates and generate briefing notes, draft reports and prepare updates on IOM activities as inputs for various regional dialogues; Draft papers on migration policy issues and contribute to policy and program formulation by regional and continental bodies;
  5. Manage the compilation and dissemination of information on key activities of the AU, UNECA and IGAD to IOM Headquarters and Country Offices in Africa on a regular and timely basis
  6. Any other duties as may be assigned

Job Requirements

Educational Qualification

 Masters/Bachelor’s degree in Political Sciences, International Relations, Law, Economics or related field of study.

 Experience

  • Minimum of eight years’ experience within an International Organization, UN agency or diplomatic mission.
  • Excellent understanding and knowledge of multilateral cooperation, especially with regards to the AU, IGAD and UNECA.
  • Experience in using Microsoft Office packages – Outlook, Word, Access and Excel.

 Languages

 Excellent writing and oral skills in English and Amharic is required and Working knowledge of other local languages has an advantage
