Introduction

The ILO is one of three partners, with the International Organization for Migration (IOM) and Gesellschaft für Internationale Zusammenarbeit (GIZ), tasked with implementing the project ‘Towards a holistic approach to labour migration governance and labour mobility in North Africa (THAMM)’ financed by the European Union Trust Fund. This project is designed as a sub-regional programme aiming at the strengthening of migrant workers’ protection mechanisms throughout the migration cycle and whether workers are leaving the region or seeking employment there.

Planned over 36 months, it covers three countries: Egypt, Morocco and Tunisia, and will be inclusive of and open to other North Africa countries for sub-regional activities. The project is aligned to existing policy frameworks at global (Sustainable Development Goals, Global Compact for Safe, Orderly, and Regular Migration) and regional (African Union Migration Policy Framework Plan of Action 2018-2030) levels and factored in preliminary consultations with relevant national stakeholders conducted in the preparation phase. In addition, the project contributes to Objective (3) ‘Improved migration management in countries of origin, transit and destination’ of the EU Trust Fund for Africa and in particular to the Priority Action II – Advancing mutually beneficial legal migration and mobility of the Operational framework of the North of Africa window. The project is also aligned with the Valletta Action Plan Priority Domain 2 ‘Legal migration and mobility’, and with the last Communication on the Delivery of the European Agenda on Migration that sets legal migration channels with third countries via pilot initiatives as a strategy for achieving concrete results.

The project comprises four Specific Objectives managed jointly by the ILO and IOM:

  • SO 1: Policy, legislative, institutional and regulatory frameworks in the field of legal migration and mobility in particular those aiming at enhancing migrant workers’ rights and combatting forced labour, child labour and slavery are progressively established;
  • SO 2: Mechanisms for assessment, certification, validation and recognition of migrants’ skills and qualifications are improved;
  • SO 3: Migration related knowledge and data management in the field of legal migration and mobility is improved;
  • SO 5: Cooperation between relevant stakeholders in the field of legal migration and mobility, in particular job placement, is improved.

A fifth component (SO 4): Mobility-schemes are established and/or improved) as well as part of SO5, implemented by GIZ, are the subject of a separate contract between the EU and GIZ and not part of the project described here.

Reporting lines:

The ILO is therefore recruiting a National Project Coordinator who will be responsible for the implementation and coordination of activities in Egypt. The incumbent will also be responsible to liaise with the project’s partners in Egypt (IOM, GIZ, the European Union), and beneficiaries (Egyptian constituents and specific other beneficiaries) to ensure completion of activities according to the project’s work plan for the country and the participation of Egyptian beneficiaries to sub-regional activities.

Within the policy and procedural requirements established by the ILO and the project, the National Project Coordinator for Egypt will be responsible for the day-to-day management of the project in Egypt with the country team and in collaboration with the ILO Regional Project Manager based in Rabat, CO Algiers and with the donor and headquarters. The incumbent will ensure that the objectives stated in the project document for Egypt are attained within the stated time frame and budget and ensure compliance with the ILO and the Project/Program’s financial and operating procedures. Through the backstopping of ILO specialists in different policy areas, the incumbent will promote ILO policies in the project related technical areas and other components of the ILO Decent Work Agenda.

The incumbent will work under the direct supervision of the Director of the ILO Decent Work Country Office in Cairo and operational guidance of the Regional Project Manager based in Rabat. He/she will also receive technical guidance and support from the Labour Migration Branch MIGRANT (Conditions of Work and Equality Department) and the technical specialists of the Decent Work Team for North Africa in Cairo and Algiers.

The National Project Coordinator will be responsible for overseeing the work of the project’s Finance and Administrative staff in Egypt.

Description of Duties

  • Ensure effective implementation of the Project through: the provision of inputs, the delivery of outputs, and the planning, monitoring and evaluation of activities. Deliveries and outcomes must be in conformity with ILO policies and project strategies and in accordance with ILO programming guidelines and country/action programs, and the administrative and financial procedures in consultation with the responsible Field Office.
  • Responsible for the effective management of funds allocated to national activities within the project.
  • Efficiently manage the human resources of the project, including recruitment and performance management for the Egyptian team.
  • Oversee the development and approval process of sub-contracts, monitor the performance of sub-contractors and ensure timely implementation of sub-contracts.
  • Identify problems, propose solutions and action and follow-up with relevant departments at headquarters and regional office, executing agencies, government offices, constituents and other organizations to expedite implementation and meet targets.
  • Provide or ensure access to legal and policy advice to the government and the social partners on issues related to the effective implementation of the fundamental principles and rights at work, with a particular emphasis on child labour.
  • Maintain close cooperation and coordination with government, employers’ and workers’ organizations in the planning and implementation of activities under the project.
  • Establish and develop knowledge management system covering technical activities under the project including other economic and social issues of relevance to the project
  • Represent the Project in various fora, under the guidance of the ILO Director and the Regional Project Manager
  • Develop and maintain strong links with ILO specialists within the ILO Decent Work Team in Cairo, other colleagues in the Regional Office and HQ on specific technical areas requiring comprehensive and collaborative interventions.
  • Periodically report, monitor and facilitate the evaluation of all project’s components according to the project’s document and work plan. Prepare required technical progress reports and ad hoc reports on the status of project planning and implementation for submission to the ILO and the donor.
  • Ensure high-level communications to increase Project’s visibility at the national and international levels. This includes the responsibility to liaise with the UN country team, and other key stakeholders to ensure effective coordination with relevant national strategies and related technical projects.
  • Perform other related duties as assigned by supervisor.

Required qualifications

Education

University degree (Bachelor’s or equivalent) in law, economics, management, international development, social sciences or any other related field.

Experience

At least three years of relevant professional experience, preferably in relation with labour migration issues including experience working with officials of ministries of labour, education, TVET, social partners and migration institutions and associations. Record of familiarity with ILO policies and procedures, including development cooperation procedures. Experience managing EU financed projects and implementing ILO DC projects would be an advantage.

Languages

Excellent knowledge of English and good knowledge of Arabic. Working knowledge of French would be an advantage.
