MSH is seeking a County Team Lead (CTL) for a 5-year $25 million health systems strengthening (HSS) project in Liberia. The purpose of the USAID-funded Liberia Local Health Solutions (LHS) activity is to enhance the functions of the Liberian health system to sustainably deliver improved quality of health services that are responsive to the needs of the population. The activity will seek to achieve the following five expected results: (1) Strengthened decentralized health governance; (2) Improved quality of health services; (3) Sustainable health financing mechanisms implemented; (4) Increased transparency and accountability around health resources for improved service delivery; and (5) Local Liberian organizations successfully implement donor-funded health activities.

This position is based in Nimba County.

OVERALL RESPONSIBILITIES:

The CTL is accountable for project deliverables, results, implementation and ongoing monitoring of the LHS project activities in the county, including fulfillment of technical activity implementation and people management, building capacity in Leadership Management and Governance (LMG) practices, documentation and reporting, client and stakeholder relationships related to county activities. The CTL will supervise LHS’s county Strategic Information Officer, the Integrated Health Services Officer and the PFM Officer.

SPECIFIC RESPONSIBILITIES:

  • Develop (update and adapt as needed) and execute project annual county work plan related to LHS activities as per MSH technical standards and guidelines.
  • Lead building of capacity of CHBs, CHTs, DHTs, HFMC and others in Leadership Management and Governance for accountable delivery of impactful health services. Link the county health office with the County Superintendent’s office to enhance governance oversight and advocate for health resources.
  • Collaborate with the project leadership to ensure county activities are closely monitored and documented throughout implementation and that actions are taken to continually improve activity performance.
  • Supervise and manage the LHS MSH County Strategic Information Officer, the Integrated Health Services Officer, and the PFM officer as per MSH policies and guidelines and implement an effective performance-management program including regular check-ins, appraisals, and coaching.
  • Participate in technical forums, working groups, and other meetings with host country government and other counterparts as needed.
  • Continually scan the project environment and ensure effective dialogue and relationships with project client(s), beneficiaries, counterparts, local officials and other stakeholders.
  • Build and maintain strong working relations with key government stakeholders, health facility staff, community leaders, and partners. Provide effective and timely responses to inquiries and concerns.
  • Ensure effective project collaboration, coordination and partnerships with other projects in the county to build synergies across programs for maximum impact. eZ4HR7Z BVUcJh
  • Ensure technical excellence within budget and on-time delivery of activity results related to the county.

QUALIFICATIONS

  • Bachelor’s degree in public health, health administration, health sciences, or related field. A Master’s degree is strongly preferred.
  • A minimum of six (6) or more years of relevant professional experience is required in coordinating project activities and/or capacity strengthening programs.
  • Ability to build and maintain relationships with senior-level colleagues, particularly interacting productively and professionally with government agencies, NGOs, private sector groups, USAID, and international organizations.
  • Ability to develop and implement strategies for successful project implementation, plans, and activities, including assessment, action planning, implementation, and evaluation.
  • Ability to provide technical leadership and support for implementing project activities.
  • Ability to align a diverse, multi-disciplinary team with project goals, objectives, and result areas.
  • Experience with building capacity of teams in Leadership Management and Governance will be an added advantage.
  • Diplomacy, written and oral communication, and negotiation skills.
  • Applicants with previous experience or currently living in Nimba County are preferred.
