Key Responsibilities

Programme activities:

  • Supervise the Nurse/midwifes activities in liaison with the medical officers and zonal coordinator and Matrons in the hospital so as to ensure good nursing practices throughout the facilities
  • Support the Hospital Matrons and Primary Health Supervisors in the supervision of health staff working at the hospitals, health centres and Primary Health Units (PHU) and ensure that quality care is offered and that high standards of care are maintained.
  • Plan and organise with Nurse/midwife trainers all nursing-related activities within the Trocaire Health project (i.e. hospitals, health centres Primary health units and mobile clinics)
  • Coordinate the duty roster, shifts and on-calls of nursing staff and contribute to monthly reports according to guidelines
  • Ensure that all nursing administrative procedures and documents (individual patient cards and registration book, discharge forms, transfer forms, etc.) and existing data management tools are used correctly.
  • Lead and support the development and implementation of Nursing protocols and standard operating procedures.
  • Ensure universal precautions and infection prevention guidelines are followed in service provision and monitor adherence to hygiene procedures for materials (sterilisation, waste disposal), rooms and equipment in general
  • Train the departmental in charges on stocking control procedure and standardize the requisition procedures.
  • In collaboration with medical teams organize and conduct regular in-service training and refresher courses for the nursing staff at the district level.
  • Ensure all hospital nursing departments have written Standard Operating Procedures that guide the day-to-day activities
  • Ensure quality of care is maintained through sharing of updated guidelines and protocols in line with MOH and WHO
  • Assist the team in ordering of medical supplies on a trimester basis, in line with the projected consumption and available funding; and follow up on delivery of the same through the logistics department
  • Attend and participate in weekly Continuous Medical Education (CME) sessions at the hospital.
  • Co-ordinate referrals of in-patients in a timely manner, through the Medical officers and other nurses.

Human Resource:

  • Routinely monitor nursing staff performance according to their job descriptions and planned objectives and provide written feedback in a timely manner
  • Coordinate with the Medical officers on identification of staff that will require close mentoring and coaching
  • Convene and attend monthly meetings with medical officers, nursing staff and other support staff on performance feedback, information sharing and problem solving
  • Support in all disciplinary issues as they arise with support of the Hospital Matron and Medical officers.
  • Participate in the recruitment process of all nursing positions, including participating in the interview process.

Reporting and Coordination

  • Review, authorize and keep accurate records of all requisitions, duty rosters and applications for leave.
  • Ensure that all HMIS statistical reports are accurate and submitted on a weekly basis.
  • Evaluation of services through monitoring morbidity and mortality rates through monthly statistical reports.
  • Keep the Medical officer informed of major issues at the hospital
  • Support Programme Administration Officers in the compilation of monthly programme data for submission to the donors.

Person Specification – Essential Requirements

Qualification

  • Professional qualification in Nursing (BSN)
  • Registered with the relevant body
  • Medical education background

Experience

  • Minimum three years’ experience in working in health programmes in hardship environments preferably with an international NGO.
  • Senior nursing and management experience at high level hospital.
  • Excellent mentoring and accompaniment skills
  • Leadership and good interpersonal skills including the ability to listen, to mentor and to negotiate for best results
  • Ability to work under pressure.
  • Strong writing and communication skills in English and Somali.
  • Good computer skills (Microsoft Office.

Qualities

  • A keen eye for detail
  • Passionate about nursing, midwifery and mentoring nursing staff.
  • Ability to work to a high standard in a complex environment and to motivate MoH/DHB members and staff to achieve high standards
  • She will be mature, lead by example and work to the highest standards of professionalism, ethics and integrity.

  • Flexible and willing to work additional hours to ensure that the required results are delivered.
