Overview of position

  • Under the overall supervision of the Project Officer (CCCM) & the direct supervision of the Senior Operations Assistant (CCCM), the successful candidate will be responsible for supporting & contributing to the implementation of CCCM programming in Bentiu, with additional focus on DS operations, including but not limited to camp management operations, site care, maintenance, reintegration, resettlement & return operations in the Bentiu IDP camp.
  • The overall aim is to raise the living standards of displaced population in the areas where our clients CCCM is operating in, while also advocating for solutions to displacement when & where conditions are conducive. These works also contribute to enabling IDPs in equitably & safely accessing timely humanitarian services, enjoy their basic human rights & supporting initiatives for DS works in Unity State.

Role objectives

  • Support the implementation of core CCCM activities in the area of responsibility, including service monitoring, service coordination, community engagement & CWC, support to governance structures of the camp, the implementation of CCCM’s CFM.
  • Promote accountability of humanitarian actors towards site population through improvement of complaints & feedback mechanisms, aiming at providing timely, useful feedback to the beneficiaries & improving overall response.
  • Conduct regular service monitoring in the site to ensure service provision aligns with agreed standards & indicators.
  • Coordinate immediate response to red flags with relevant clusters & service providers.
  • Promote communication with communities through the utilization of multiple communication channels & methods (site committees, notice boards, broadcasts, complaint desks, Site Manager system etc.) & coordination with the relevant partners, ensure that the beneficiary population is aware of what services are available & how to access services.
  • Assist in the procurement of materials needed to effectively and successfully carry out CCCM operations in a timely manner, in close consultation with the Senior Operations Assistant (CCCM) & under the leadership of the Project Officer (CCCM).
  • Assist the Senior Operations Assistant (CCCM) in maintaining an efficient, effective & transparent procurement process for the CCCM teams, following our clients procurement & financial guidelines.
  • Support the monitoring of CCCM activities in the Bentiu IDP camp, whilst identifying needs & gaps, as well as service delivery in the areas of responsibility.
  • Consistently use available data from service mappings & feedback datasets to respond to those identified needs, in coordination with the Senior Operations Assistant & the Community Operations Assistant (CCCM).
  • In coordination with CCCM reporting & M&E colleague(s), support the Senior Operations Assistant (CCCM) in timely reporting, maintaining a clear & consistent monitoring tool for all technical activities implemented, in coordination with the Project Officer (CCCM).
  • Ensure that documentation of any casual labour, works or other contractual agreements are in accordance with our clients guidelines & any payment thereafter is done in a timely manner.
  • Ensure that people with special needs, including persons with disabilities & women, are represented in the relevant community structures.
  • Conduct awareness raising works on disability inclusion, women participation & other capacity events for the community.
  • Perform any other duties that may be assigned.

Project reporting

  • This role will work under the overall supervision of the Project Officer (CCCM) & the direct supervision of the Senior Operations Assistant (CCCM).

Key competencies

  • University degree in social sciences, politics, management, business administration or a related field of study.
  • At least two years of experience working in a humanitarian emergency operation, with an additional focus on durable solutions.
  • Experience in working on & implementing solutions to displacement in South Sudan.
  • Excellent communication, coordination & problem solving skills.
  • Experience in aspects of CCCM & DS.
  • Understanding of the linkages between displacement & durable solutions.
  • Ability to supervise, direct & mentor junior colleagues as well as casual labour.
  • Proficiency in using MS Word, Excel & Power Point.
  • Experience with international humanitarian organizations, non governmental or governmental institutions / organizations in a multi cultural setting.
  • Experience in community engagement & AAP is a must.
  • Experience in M&E & report writing.
  • Experience in consolidating information from multiple sources.
  • Fluency in English & the working local languages is required (oral & written).
  • Knowledge of the displacement profile of the country.
  • Coordination skills within the unit, within our client & externally is essential.
  • Analytical & problem solving skills are a must.
