Position Summary:
Creative seeks an experienced Operation Manager for an anticipated USAID-funded Somalia education project. The Operations Manager will be responsible for overseeing the smooth running of the head and regional offices and ensuring that office operations are kept consistent with donor and project standards. The Operations Manager will supervise and be responsible for overall security, logistics, procurement, ICT, and other office administration functions for the project.

Reporting & Supervision:

The Operations Manager will report to the Director of Finance and Operations and will be based in Mogadishu.

Primary Responsibilities:

  • Provide strategic management to the IT, Administration, Security, and Logistics functions of the overall program;
  • Work with regional Operations Officers to ensure that all regional offices; operational policies, including security, procurement, inventory and IT, are in place, compliant with project and client policies, and implemented effectively;
  • Ensure a coordinated approach to, IT, Administration, Security, and Logistics across all the regions of responsibility;
  • Ensure that project operations are in line with one another, liaising regularly with Operations Officers in regional offices;
  • Travel as needed to regional offices to ensure smooth and harmonized operations, providing management support as necessary;
  • Assist in the review of the regional office operational budget and strategic plans;
  • Oversee operations team to ensure that procurement management is done on planned, timely manner and fleet management is well organized and coordinated with all sectors; and
  • Assist the Director of Finance and Operations with other duties as needed.

Required Skills & Qualifications:

  • Bachelor’s degree required, preferably in logistics, administration or related field, with demonstrated experience in logistics and administration in Somalia;
  • At least six (6) years of progressive experience with at least four (4) years’ experience with an international NGO in the areas of operations and logistics;
  • Comprehensive knowledge of operations and logistics systems and procedures donor/client-funded projects in Somalia;
  • Excellent teamwork including abilities to coordinate well with diverse individuals and teams and to negotiate effectively with colleagues and stakeholders to achieve results;
  • Previous experience working in USAID-funded programs preferred;
  • Strong communication skills, both oral and written; and
  • Fluency in English and Somali is required.
