INSO Cameroon

INSO Cameroon began operations in 2017 as one of the INSO offices for the Lake Chad Basin and was launched as an autonomous Mission in late 2021. Today, the program has a regional office in Bamenda and an antenna in Maroua. The national office is located in Yaounde, the capital. Armed group fragmentation, intercommunal violence, climate-related disasters and weak socio-economic infrastructure have generated significant humanitarian needs in one of the world’s most neglected crises, where access and safety risks for NGOs remain high and where INSO’s field-based data, crisis support, alerts, coordination and contextual analysis are essential to informing high-quality humanitarian programming. As part of INSO in Cameroon, you will support around 100 local and international NGOs to provide vital aid more safely and efficiently in the two crises-affected regions of Cameroon: the North West South West and the Far North.

Job Summary

As the Operations Officer, you will support the Operations Manager in ensuring the smooth and compliant delivery of INSO’s operational functions across Human Resources, Logistics, Procurement, Administration, and Office Management. The role is responsible for maintaining efficient internal processes, supporting staff throughout the employee lifecycle, and keeping operational compliance with INSO policies and local regulations

Main Duties and Responsibilities

Procurement & Logistics

  • Coordinate procurement processes in accordance with INSO procedures, including supplier sourcing, RFQs, bid analysis, purchase orders, and procurement documentation.
  • Maintain supplier contracts and service agreements.
  • Coordinate logistics for workshops, meetings, travel, and operational activities.
  • Manage office assets, inventory, and equipment, including asset tracking and regular physical verification.
  • Monitor vehicle usage and maintain fleet records.

Administration

  • Coordinate staff travel, accommodation, visas (where applicable), and transport arrangements.
  • Support the organisation of meetings, workshops, and internal events.
  • Maintain operational filing systems and administrative records.
  • Process procurement documentation and invoices for timely payment.
  • Support compliance, due diligence, and other operational administrative requirements.

Human Resources

  • Support the full employee lifecycle, including recruitment, onboarding, contract administration, and offboarding.
  • Maintain accurate personnel files and HR records in both Cezanne HRIS and SharePoint.
  • Prepare employment contracts, contract amendments, and standard HR documentation.
  • Maintain staff leave records and support payroll preparation.
  • Act as the focal point for staff insurance administration.
  • Support HR audits and ensure compliance with INSO policies and national labour legislation.

Requirements

Essential:

  • 5+ years of relevant operations experience, preferably within an NGO or international organisation.
  • Hands-on experience in HR administration, recruitment, procurement, logistics, and office administration.
  • Good understanding of procurement procedures and operational compliance.
  • Experience in maintaining HR records and working with HR Information Systems (HRIS).
  • Professional working proficiency in English and French (written and spoken).
  • Strong Microsoft Office skills, particularly Excel, Word, and Outlook.
  • Excellent organisational skills with the ability to manage multiple priorities simultaneously.
  • Bachelor’s degree in Human Resources, Business Administration, Supply Chain, Logistics, or a related field.

Nice-to have:

  • Experience working in humanitarian or international NGO environments.
  • Familiarity with labour legislation and operational compliance.
  • Experience supporting audits and donor compliance processes.
  • Experience using Cezanne HRIS or another HR information system.
