The Opportunity:
Reporting to the Deputy Country Director of Programmes (DCD-P), the Partnership Coordinator will work in tandem with other CO unit managers, and Programme Units to ensure implementation of PiE’s partnership framework and strategy. The post holder will work closely and collaboratively with the Programme Unit Managers to ensure that activities related to partner assessments, capacity building, planning and monitoring are completed on time, to budget and to a high quality standard.
Dimensions of Role:
- To work closely with the DCD- P, PU Managers & other unit managers to ensure effective delivery of our programmes is facilitated through implementation of the Partnership support and development framework.
- To facilitate internalization of the concept and philosophy of partnership among Plan staff at various levels.
- To coordinate capacity building initiatives for the partners based on the analysis of partner capacity assessment, available resources and requirements of the organisation.
Typical Responsibilities – Key End Results of Position:
Coordination Role in implementation of PiE’s Partnership Strategy
- To keep abreast of the new trends and approaches in civil society strengthening at national and international levels to optimize Plan’s engagement with its local partners.
- To provide and keep abreast with the new developments in the operating environment for CSOs in Egypt & advice the senior management accordingly.
- To guide the partnership identification, assessments, processes, etc. and coordinating all activities related to partner capacity building in close coordination with other departments, particularly programme and finance at local and national level.
- To support in the integration of partners and partnership concepts in the design of future programs, including ensuring that partnership components in the new proposals are in line with Plan’s partnership guidelines and frameworks.
- To collaborate with various departments and units to identify broader trends for training, capacity development and learning needs of the partners.
- To ensure that the concept and philosophy of partnership – in line with Plan’s global and local guidelines/frameworks/etc. are clear to all Plan staff.
- To represent PiE in relevant platforms and forums (both internal and external) related to PiE’s partnership with local NGOs.
- To coordinate through provision of tools, system and processes the timely preparation, review and approval of all partnership assessments as well as agreements.
- To review partnership agreements for their consistency with the agreed procedures and checks, particularly assuring that they are legally sound, and are in line with donor and Organisational requirements.
- To develop and implement relevant partnership frameworks/strategies in line with Plan’s global policies and procedures that reflect the strategic direction of the organisation.
- By working with SPA, and PUs teams, ensure tools and processes are in place to develop thorough understanding amongst partners of the terms of the partnership and that the partnership is based on mutual trust and the achievement of a common purpose.
- By working with PQD, SPA, and PUs teams, ensure that monitoring and support mechanisms are in place to facilitate partner’s compliance with the terms of the partnership agreements and its relevant annexures.
- To ensure that ongoing assessment/re-assessment of the partners is done in line with agreed systems and procedures, corporate requirements and national policies so that our partnerships are consistent with the operating environment.
- By working with PQD, SPA, PUs, and other units, ensure that issues arising during the partnership with local NGOs are promptly resolved , agreements reached are documented and that all parties have a clear understanding of expectations.
Partner Development and Monitoring:
- To facilitate participatory periodic review of the partnership framework/guidelines/strategies and bring them in line with partnership principles and industry best practices.
- Where needed, in collaboration with PUs and other relevant units, organize and participate in partner monitoring visits and review meeting.
- To lead on documentation and sharing of partnership experiences across the organisation, best practices, lessons learnt and innovation among PiE partners.
- Jointly with the relevant units and based on partner assessments assess the capacity of the partners, analyze the broad trends, identify the areas of support & coordinate and monitor the implementation of capacity building plans and initiatives.
- To enhance the quality of PIE’s relationship with the partners by conducting annual partnership surveys, consultations, etc. and feeding those learnings into project design and management decision making.
Learning and team management:
- Mobilize, train and provide ongoing support to different PiE offices on working with local NGO partners.
- Examine partnership implementation and assess possible improvement based on lessons learned.
Dealing with Problems:
- Ability to think strategically whilst adapting quickly to changing conditions on the ground and presenting solutions to challenges that are encountered.
- Facilitate Program change away from traditional delivery programs to right based work.
- Using your technical knowledge effectively and knowing when to seek additional support.
