Job Title: Abyei Hub Manager

Location: Abyei Administrative Area with extensive field travel

Reporting to: Project Peacebuilding Manager (Juba)

Supervising: Finance & Logistics Officer, MEAL Officer, Liaison Officer, office support staff

Salary: $2750 per calendar month. 33 days of annual leave to include all religious and public holidays.

Status: The applicant needs to have authorisation to work in the Abyei Administrative Area

Role Duties and Responsibilities:

Management of Concordis Project in the Abyei Administrative Area (AAA)

  • Successfully implement Concordis peacebuilding programme in the AAA, delivering both contracted activities and, more importantly, generating measurable change for peace.
  • Act as Concordis’ representative and primary focal point for liaison with local authorities and institutions, government representatives, prominent community members, the United Nations and other international organisations.
  • Contribute to the design of future activities to obtain funding for peacebuilding in the region.
  • Provide training to communities, civil society actors, and project partners on facilitated dialogue, conflict analysis, conflict management, organizational management, fundraising, financial reporting, monitoring and evaluation of projects.
  • Research and update conflict analysis in the AAA, develop a detailed understanding of the context and dynamics with neighbouring countries in order to expand or adapt the programme to meet changing needs.
  • Working with Project MEAL Manager and Abyei MEAL Officer, ensure that all activities are properly monitored and evaluated, and contribute to the evolution of Concordis’ evaluation systems.
  • Develop strong connections with community leaders and members to foster dialogue and participation in peacebuilding activities.
  • Facilitate peacebuilding workshops and focus groups with diverse community members to address local issues and promote conflict resolution.
  • Assist in creating detailed implementation plans and ensure active participation from all stakeholders.
  • Assist the Research Manager with data collection and assessments relevant to peacebuilding work in the AAA.
  • Write and submit reports on community engagements and focus group discussions.
  • Ensure programme compliance with Concordis policies, procedures and systems for administration, finance, programme management, programme safeguarding and security.
  • Regularly analyse risks in Abyei related to project implementation and organisational presence. Design and implement mitigation strategies to manage identified risks.

Team Management

  • Supervise Abyei office team and their work in the AAA, ensuring training and necessary support for their growth.
  • Proactively foster positive team ethos through regular meetings and a constructive feedback loop. Help to develop network of communication and collaboration between Abyei office and other project areas.
  • Ensure that Concordis staff and staff of partner organizations, working on Concordis-funded programmes, comply with international and local policy, guidelines and best practices on protection, security, monitoring and evaluation and financial responsibility.
  • Support the review, update and implementation of Concordis policies, procedures and systems, to ensure they are fit for purpose and consistent with current best practice standards.

    Safeguarding

  • Ensure that all staff, volunteers, and partners are aware of and adhere to safeguarding policies and procedures, including child protection and prevention of sexual exploitation and abuse (PSEA) policies.
  • Serve as the main point of contact for safeguarding concerns, ensuring that all reports of misconduct or abuse are properly documented, investigated, and addressed in line with organisational policies and local laws.
  • Conduct regular safeguarding risk assessments in project areas and design mitigation strategies to address identified risks, particularly for vulnerable groups like women, children, and displaced populations.
  • Work closely with local communities to raise awareness of safeguarding issues, ensuring that beneficiaries understand their rights and the channels available for reporting concerns.

Person Specification:

Essential:

  • At least 5 years of professional experience within organizations specialising in conflict resolution and peacebuilding with at least 3 years in the AAA (or surrounding borderlands);
  • At least 5 years of experience managing staff or projects;
  • At least 3 years proven experience facilitating workshops, dialogue facilitation, mediation and focus groups.
  • Strong written and spoken English; knowledge of Arabic and other local languages spoken in the AAA is an advantage.
  • Excellent communication, analytical, and problem-solving skills.
  • Ability to work under stress in a diverse cultural context and maintain performance in physically challenging environments.
  • Strong relationship management skills and the ability to work closely with local partners and community members.
  • Proactive, results-oriented, and service-oriented approach.
  • Good command of IT tools, particularly the Microsoft Office pack and data analysis and processing tools.
  • Practical experience and/or training in security management in NGOs.
  • Travel: Willingness to travel 30-50% of the time within the AAA and surrounding borderlands.
  • Commitment to Concordis’ mission, principles, values (available at https://concordis.international/vision-and-purpose )

Desirable:

  • Master’s degree in international relations, development, conflict resolution or a related discipline.
  • Fluency in at least two of the languages spoken widely in the AAA
  • Formal training in dialogue facilitation, mediation, or related skills.
  • Experience and proven track record of promoting peaceful dialogue and conflict resilience in the AAA.
