UN-Habitat, the United Nations Human Settlements Programme, is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. It is the focal point for all urbanization and human settlement matters within the UN system. UN-Habitat started its operations in Libya, Yemen, Syria and Iraq to address the current crises. UN-Habitat is planning to largely engage in early recovery efforts through its City Profiling Project.
Since 2011, the Arab region has been witnessing revolutions and civil strife, in many cases resulting in brutal civil wars, such as in Syria (since 2011), Libya (since 2014), Iraq (2014) and Yemen (since 2015). These multiple crises have had an ‘urban’ face: urban poverty and exclusion fueled uprisings, and wars destroyed urban centres- forming a viscous circle. Wars in the Arab region are mostly fought in cities, resulting in huge human and financial losses, and massive destruction in infrastructure and housing. Municipal basic services have often broken down, leading to a disruption in the delivery of basic services; the economic base of cities have been totally damaged because of destruction of residential properties, commercial areas, industrial areas, and basic services. Urban conditions leading up to the conflict, such poverty, informal settlements and under serviced areas, have exacerbated conflicts, and may increase tensions between communities during recovery periods, as well as risk recovery efforts. The majority of people displaced by conflicts are displaced into urban centres, causing a dramatic surge in urban population and an increased pressure on the already strained urban services, infrastructure and social fabric. This is exacerbated by the protracted nature of such displacement that calls for a structural rethinking on how it is addressed.
This project aims to address this problem by developing a baseline assessment of selected cities in conflict-affected areas in Yemen, Syria, Libya and Iraq through the urban profiling methodology which UN-Habitat has already applied in several cities in the region, and which will be tailored to the specific stage of conflict the selected city
For Libya, the project is working on Derna. It has been affected by the Arab Spring where they managed to overthrow Qadafi . Since 2019, both the south and Tripoli have been fighting which resulted in putting the civilians at high risk of harm. Furthermore, due to the internal conflict, the economic situation has been unstable and there a significant deterioration in the provision of services
This conflict has affected the shelter and other basic services. Housing or shelter have sustained extensive damage in particular to the old City of Derna. Most of the citizens moved towards nearby mahallas where they live with their friends or family or have rented accommodations; which puts pressure on the basic services in these mahallas. Other Libyans moved to other cities and countries like Tunisia which is currently a hub for IDPs and migrants and unable to get back to their cities of origins due to resistance from the authorities
Hence, the photographer should cover the following topics: (space and demography, governance and economy, multi-sectoral assessment and general photographs to be added in the conclusion)
Most photographs should be in landscape format in HD quality; given that the profile will be printed.

Role objectives

Duties and responsibilities
It is expected that:

  1. The photographer is expected to produce 320-400 photographs in high definition of minimum of 500 ppi using a single lens reflex camera (SLR) that are related to the topic stated below.
  2. The topics are;
  3. the context of Derna and its regional network and the security situation presented by city wide views from high buildings
  4. Population, their issues, densities and circulation presented by diverse people in terms of ethnicity, age, gender and race in the market, streets, cafes
  5. The economic situation presented by the different business present in Derna, the markets at their peak hour, the closed businesses if any and any visual damage from the war, people interacting with the seller and within the market.
  6. The administrative component could be covered by photographing any political emblems and possible working within administrative building.
  7. The damage to the housing buildings or a group of buildings
  8. For the education can be presented by the damage to the school, the students going onto the bus etc.
  9. Similarly, the photographer will also produce images for the basic services within the city- wastewater, solid waste, power supply, etc.
  10. Copyright of the photos taken during the assignment, including rights to store, use, duplicate, distribute, alter, adapt into any other form (e.g. electronic, slide, paper), publish or cause to have published, including on the internet, will rest solely with UN-Habitat. The credit line for the images used shall read “Copyright UN-Habitat” regardless of who uses the photos.   11. Photographer are required to ask permission from beneficiaries before taking their photos.
    Ultimate result of service
    Upon completion of the assignment, the photographs submitted will portray the current conditions of Derna and would be used in the city profile in Derna. The urban profile will provide a comprehensive look on Derna and the needed actions to develop a recovery plan for Derna.
    Title & ID number of Programme/projects
    Urban profiling for post-crisis stabilization, recovery and reconstruction in conflict-affected cities in the Arab region.

Travel Details

  1. The photographer should be from Libya with access to Derna.
  2. UN-Habitat will not cover the travel costs, and this should be covered by the photographer.
  3. UN-Habitat will not provide permissions to access the sites and this should be done by the photographer
    Outputs/work assignment
    The photographer is expected to deliver the photographers within the contract timeframe. He/She is expected to submit the photographs on two rounds; where first round is after 1 week from the signature of the contract for reviewing. The photographer would be paid in lump sum of 1000 USD upon the signature of the contract. The contract duration is one month.

Project reporting

The Consultant will coordinate and work closely with the programme associate and with local team in Libya.

Key competencies

Academic Qualification
First level university degree in urban development and urban photography or related fields is required
A portfolio of previous work (10 high quality images) must be sent in advance
Experience
• Two years of experience in urban photography is required
• Experience with working with UN agencies is an asset.
• Understanding of urban development in crisis cities is an asset.
Language
Excellent oral and written communication skills:
• Proficiency in spoken Arabic is required.
• Proficiency in spoken and written English is an asset.
Evaluation Criteria
The photographer will be evaluated based on:
-The quality of the images and photographers provided. Images are required to meet the minimum technical specs stated above.
-Photographer has good access to the city of Derna.
-Photographer has documented high-quality photography work in similar contexts.
