INTRODUCTION

The Mixed Migration Center (MMC) is a leading source for independent and high-quality data, research, analysis and expertise on mixed migration. MMC aims to increase understanding of mixed migration, to positively impact global and regional migration policies, to inform evidence-based protection responses for people on the move and to stimulate forward thinking in public and policy debates on mixed migration. BACKGROUND

The MMC is seeking the services of a professional photographer preferably with experience in working with humanitarian organizations, to document the experiences of migrants and refugees in Libya. Libya is an important destination and transit point for people on the move. Each year tens of thousands of people arrive to Libya, in the hope of finding a safer or brighter future.

The MMC has been collecting data and conducting research on the journey of refugees and migrants moving to and through Libya since May 2017. In this context, MMC is seeking to create a photo gallery or portfolio of high-quality photographs that can give a visual representation of thematic areas concerning migration. These photographs will complement the research and analysis that the MMC is conducting.

PURPOSE OF THE CONSULTANCY

The Mixed Migration Centre in North Africa is seeking the services of a highly qualified photographer to produce a portfolio of high-resolution photographs on refugees and migrants in Libya (with the opportunity to extend to Tunisia). Under the direct supervision of the 4Mi Project Manager and 4Mi project officer, the photographer will produce a portfolio of 20 high-quality photographs depicting the following thematic areas:

  1. The everyday lives of refugees and migrants
  2. The migration journey
  3. Protection risks / and issues of human rights
  4. Humanitarian assistance
  5. Human smuggling

The photographer will be based in Libya and should be willing to move around the country to ensure themes are sufficiently represented. Moreover, it is expected that the photographer will photograph subjects of different ages, gender, and nationality, where possible. All photographs must be taken with the consent of the people being photographed and the selected candidate must follow strict ethical guidelines.

SKILLS, EXPERIENCE AND QUALIFICATIONS REQUIRED

· Three years’ experience as a photographer

· Experience taking photographs for humanitarian organizations preferable

· Previous experience of working on migration themes preferable

· Availability and willingness to travel to different locations in Libya (possibly Tunisia)

· Ability to work in close coordination with other team members

· At least a high school certificate but possession of a degree or diploma or training in photojournalism will be an added advantage

· Ownership or possession of a high-resolution state of the art digital camera/equipment is a MUST

DELIVERABLES

· 20 high resolution photographs on the above-mentioned themes MMC should have the exclusive rights over the photographs

REPORTING LINE

The consultant will report directly to the 4Mi Team Leader for Libya.

TIMELINE AND PAYMENT

The duration of the assignment should be completed by 1 November 2020.

The proposed cost should cover all expenses, including travel, rental of any equipment and photo editing. Payment will be made in a lump sum at the completion of services. DRC/MMC will pay against an invoice submitted at the end of the consultancy and covering the full amount of the consultancy, after all 20 photos are shared with DRC/MMC.

International firms/individual may apply for this RFQ, but their offers will only qualify if the proposed consultant(s) having presence in Libya.

ASSESSMENT AND AWARD OF CONSULTANCY

DRC/MMC will evaluate the proposals and award the assignment based on technical (50%) and financial (50%) feasibility. DRC/MMC reserves the right to accept or reject any proposal received without giving reasons and is not bound to accept the lowest or the highest bidder. Only those shortlisted will be contacted for an interview with the panel to ensure their understanding of the consultancy services.

Any subcontracting of the consultancy will not be accepted.

Income Generation: Business training and SME development, business grants, life-skills training, literacy and numeracy training, vocational training, micro-credit loans, savings groups, group enterprise development and facilitation.

Coordination & Operational Services: Coordination and management of refugee and IDP camps, active participation in UN cluster coordination, humanitarian surveys and studies, facilitation of NGO Networks focused on displacement solutions, capacity development, training and support to local NGOs, secondment of experts to UN emergency operations worldwide

Community Infrastructure & Services: Provision of physical infrastructure like roads, bridges, community centres, irrigation systems or other community structures, facilitation and training of infrastructure management groups at community level, facilitation and funding of community development plans, initiatives for disaster risk reduction at community level.

Humanitarian Mine Action: Manual or mechanical mine clearance, clearance of former battle areas, education for affected communities – with special focus on children on how to avoid harm from mines and UXO, surveys of expected and confirmed mined or UXO areas, explosive ordnance disposal and stockpile destruction, capacity building of national demining institutions.

Armed Violence Reduction (AVR): Education in procedures for safe storage and safe handling of small arms and light weapons (SALW), capacity building of institutions for safety, local and community level conflict management and mitigation.

Water, Sanitation & Hygiene (WASH): Emergency water supply, hygiene item distribution, hygiene information and education, construction of latrines, installation water points, wells and water storage. Water purification.

Education: Education grants and fee support, school feeding programmes, teacher training and support, school materials provision and construction or rehabilitation of school structures.
