1. Background
Fire and Rescue Training Centre (located in Kiambu town, Kenya), operated by Polish Center for International Aid (PCPM) Kenya, is establishing a pre-qualified Pool of Candidates to support our ongoing and upcoming initiatives across Kenya. This roster aims to streamline the recruitment of short-term/long-term consultants, full-time employees and technical advisors who possess deep localised knowledge of the Kenyan educational landscape.
The Fire and Rescue Training Centre has been a professional training institution since 2020. It is registered as a Technical and Vocational College by TVETA, dedicated to developing practical skills and technical competencies in emergency response, fire safety, and related technical professions. The centre aims to contribute to the development of a skilled workforce capable of responding to safety, disaster management and technical service needs across Kenya.
Through its training programmes, the centre works closely with educational institutions, industry partners and local communities to strengthen links between technical education, vocational training and the labour market. In addition to specialised fire and rescue training, the centre is actively expanding its engagement in the Technical and Vocational Education and Training (TVET) ecosystem, supporting initiatives that improve access to skills development, industry exposure and employment opportunities for young people.
As part of its broader mission to strengthen practical education and professional pathways, the centre collaborates with stakeholders including training institutions, private sector partners, community-based organisations and local authorities. These partnerships support the development of training opportunities, industrial attachments and community engagement activities aimed at improving skills development and employability.

To support the implementation and expansion of these initiatives, the Fire and Rescue Training Centre is establishing a pre-qualified Pool of Technical Experts. The purpose of this roster is to identify experienced professionals with strong knowledge of the Kenyan education landscape, community structures and private sector engagement.
2. Scope of Work
Candidates admitted to the pool will be called upon for assignments which may include, but are not limited to:
- Designing, implementing and supervising community-led education activities;
- Providing technical assistance on higher education management and governance;
- Conducting stakeholder mapping and engagement with local institutional officials and community leaders.
- Identifying and vetting potential business partners in various sectors (e.g.: Agribusiness, Automotive, Manufacturing) for student attachments and potential further employment placements
3. Required Areas of Expertise
Applicants must demonstrate significant professional experience in at least one of the following pillars:
Community Outreach: Proven track record of mobilising local communities: students, parents, elders, and local leaders to improve educational outcomes/access in Kenyan North counties.
Education Management: Experience in higher education administration, strategic planning, or policy implementation within the Kenyan higher education cycles, with a particular focus on the vocational education.
TVET Sector: Deep understanding of the TVET sector, competency-based education and training (CBET), and linkages between vocational centers and the private sector.
Business Management & Private Sector Linkages: Proven ability to engage Kenyan SMEs and large corporations to create structured industrial attachment and apprenticeship programs for TVET students.
4. Type of contract: Inclusion in the pool may lead to engagement under different contractual modalities depending on operational needs and project development. These may include consultancy contracts, short-term assignments, or staff positions subject to funding availability
5. Candidate Requirements
To be eligible for the pool, Candidates must meet the following minimum qualifications:
- Education: A University degree in Education, Social Sciences, Project Management, Business Management or a related field.
- Experience: Minimum of 5 years of professional experience in the Kenyan education sector.
- Skills:
- Fluency in English (fluency in Kiswahili is an added bonus and in local dialects an added value for an outreach role);
- Strong report-writing skills and data-driven decision-making;
- Strong teamwork and managerial skills.
- Network: Existing relationships with community-based organisations in North Kenyan counties and/or industry players in Kenya.
6. Location
The place of work will vary depending on the assignment and thematic area of expertise. Experts may work on-site at the Fire and Rescue Training Centre in Kiambu or under hybrid arrangements combining office-based and remote work. Depending on operational needs, assignments may require duty travel within Nairobi and occasionally to other counties in Kenya.

8. Application & Roster Management
- Duration: Successful Candidates will remain in the pool for a period of 12 to 24 months.
Selection: Inclusion in the pool does not guarantee a contract. When a specific need arises, the organisation will review the pool and request “Expression of Interest” (EOI). Depending on operational needs, selected Experts may be expected to commence their engagement within approximately one month from the time of contact.
