International IDEA will be managing the “EU Support to End Sexual and Gender-Based Violence (ESGBV) in Nigeria” programme. This programme aims to reduce Sexual and Gender-Based Violence (SGBV) in Nigeria by strengthening laws and policies, expanding survivor-centered essential services and driving positive social-norm change. It will ensure that people in all their diversity with particular attention to women, girls and the most vulnerable have their rights promoted and protected from all forms of violence through legislation and effective enforcement, while improving the rule of law, tackling impunity, and enhancing access to justice through a more independent, effective, responsive, transparent and gender-sensitive justice sector. The programme also advances Sustainable Development Goals 5 (Gender Equality) and 16 (Peace, Justice and Strong Institutions).

About the Job

The Procurement Assistant, under the guidance of the Procurement Officer, provides sound administrative and logistical support to ensure efficient, and cost-effective procurement processes for the ESGBV programme

Key Responsibilities

  • Supports the Procurement Officer on procurement and contract management issues;

  • Assists in planning and coordinating all procurement and contracting activities, reviews and analyzes procurement requisitions;

  • Assists programmatic and administrative staff on the application of International IDEA’s procurement and contract management policies and procedures;

  • Assists with the drafting of the Terms of Reference and other contractual documents for consultants and service providers;

  • Assists in the preparation, review, negotiation and administration of contracts / purchase orders, and service orders with specific vendors; Reviews cost proposals and pricing information;

  • Compares bids from vendors and makes sound recommendations on whom contracts will be awarded to;

  • Maintains the database regarding vendors performance and quality of products;

  • Processes procurement transactions through the ERP;

  • Carries out other duties and responsibilities related to the post that may be assigned from time to time.

Requirements

  • First degree preferably in business studies, other commercial programmes or social sciences;

  • Minimum of two (2) years experience of relevant professional experience, in the field of procurement management;

  • Knowledge of awards and contracts regulations and reporting requirements of EU and/or major donors required;

  • Knowledge of the Nigeria context and experience with local market practices in Nigeria is required;

  • Experience of working in an international context, e.g., in an NGO, an intergovernmental organization, considered an advantage.
