Dimensions of the Role

The post holder will not have supervision responsibilities and shall report to the Procurement, Logistics and Security Manager. The incumbent is expected to undertake all responsibilities in an efficient and effective manner including the organization and coordination and administration of procurement activities including but not limited to; planning, organising and implementing to meet project needs and requirements; achieving compliance to Donor Grants and Plan International procedures and systems while upholding high standards procurement ethics.

Accountabilities – Key end results of the position.

  • Organise procurement processes as per Plan policies and procedures,
  • Establish a supplier base that will promote rapid response to requests
  • Assist in establishing cost efficient and effective mechanism for the project to save money in all purchases carried out;
  • Facilitate the timely preparation of procurement plans. Pro-actively manage vendors, invoices, order forms and documentation to maintain a transparent bidding / tender process, price and quality management.
  • Produce weekly procurement reports and update accomplishment of Procurement Plan
  • Maintain  and organise files of finished procurement processes
  • Identify reputable and dependable suppliers in all categories of goods & services normally purchased at local level for project implementation.
  • Conduct market price surveys quarterly for project goods and services CO normally purchases, establish database, and distribute to departments upon approval of the CO and in coordination with the Administrative Coordinator.
  • Guide and coordinate the activities of logistics and ensure sufficient qualities of quotations are obtained by the project timely,
  • Check and ensure purchase orders and supplier agreements are prepared in line with the requisitions and supplier’s quotations and advise the Project Director on any discrepancy.
  • Check and ensure goods received meets the specification, quantity, and quality specified in the purchase requisition and purchase orders. Sign receiving reports (GRN) if received directly or obtain properly signed goods received document.
  • Ensure that all assets are registered and maintain updated inventory list.
  • Perform another duties assigned by the line manager

Technical expertise, skills and knowledge

Essential

  • Degree in Business Administration or Management or equivalent
  • Certification or Diploma in Procurement or supply chain management
  • 4  years relevant working  experience in a similar role
  • Strong experience in working with donor funded projects e.g. USAID, CIDA, etc.;
  • Strong Analytical skills
  • Ability to work well with others under deadline situations and respond to changes in priorities
  • Ability to interpret and work accordance with laid down procedures.
  • Excellent interpersonal skills
  • Proficient in computer skills and use of relevant software and other applications, e.g. word processing, spreadsheet, database, internet
  • Ability to multitask and deliver on set deadlines.

Desirable

  • Knowledge of using SAP

Annual remuneration – 1.129.680,00MT

Plan International is an international organisation or development which works in 51 countries across Africa, the Americas, and Asia to promote the safeguarding of children.It is a nonprofit organisation and is one of the world's largest organisations based on children, it works in 58,000 communities with the help of volunteers to improve how 56 million children live. The charity also has 21 national organisations who have been given the responsibility to oversee the raising of funds and awareness in their individual countries.

The organisation puts an emphasis on communities working together in order to address the needs of children around the world. The NGO focuses on child participation, education, economic security, emergencies, health, protection, sexual health (including HIV), and water and sanitation. When they witnessed the conflict change the lives of children, they founded ‘Foster Parents Plan for Children in Spain’, which would later change its name to Plan International. Set up in 1937, the organisation provided food, shelter and clothing to children whose lives had been destroyed by the war.
