Position Summary:

Reporting to the National Director, the Program Director is accountable for delivering the outcomes of HFHT through leadership across all the projects in the program and upwards with the senior management team and the governance structures. This position will be responsible for the growth and development of the existing programs in HFHT, consistent with organizational standards and strategic goals of providing housing and housing support services to low-income families. The Program Director will work with HFHI’s Area Office, HFHT Senior Management Team and board committees, to define the mission and goals of the organization, prioritize suitable projects and devise strategies to implement multiple projects, in alignment with Habitat for Humanity (HFH) mission, strategy and theory of change; and compliant with the HFH Standards of Excellence (SOE) framework.

The program Director will be responsible for identifying and bringing on board donors, develop a resource mobilization and partnership framework to enable raising of resources to implement HFH Tanzania’s 2024-29 Strategy and Business Plan goals.

The program Director is responsible for developing and supporting existing and new partnership engagements including identifying and building relationships with development partners, prospective collaborative partners on funding bids and pre-position the organization and develop constructive relationships with potential funders and internal and external stakeholders, including meeting stakeholders and funders on own or with National Director.

Essential Duties and Responsibilities:

Strategic leadership and representation

  • Provide overall strategic and technical leadership in the design, development, planning, budgeting and implementation of the Program Strategy.
  • Initiate, coordinate and lead HFHT’s programming, ensuring it delivers on HFH vision and objectives and championing the innovative ways of working envisioned in its business strategy.
  • Oversee and support grant compliance and donor reporting on grant-funded projects.
  • Participate fully in the annual budget process, leading the programs budgeting process, and providing ongoing oversight and management of program budgets.
  • Keep abreast with and contribute to HFH’s global initiatives and trends.
  • Provide thought leadership internally by establishing, evolving, and driving the execution of HFHT’s vision and priorities.
  • Represent HFHT in key external platforms as appropriate or as may be delegated by ND

Lead program development and delivery

  • Ensure the delivery of the various programs with demonstrable impact and be accountable for overall program quality and learning.
  • Overseeing the design of tools and processes for quarterly reflections that ensure the team is making progress against priorities and organizational outcomes.
  • Convene regular Grant Review Meetings to maintain the alignment of program implementation and spending.
  • Oversee the development of the programs and project improvement plans, to ensure effective and timely implementation of the projects and programs.
  • Build and develop an approach to program quality, knowledge production and dissemination.
  • Ensure good levels of partner engagement in programming through meeting Partners’ needs in reporting, marketing, involvement in supporting the country strategy and making use of partner knowledge and subject expertise.

    Resource mobilization and partnership Development:

  • Develop a resource mobilization and partnership framework to enable raising of resources to implement HFH Tanzania’s 2024-29 Strategy and Business Plan goals.
  • Work closely with the ND and program coordinators to identify opportunities for funding and access to different resources to ensure the financial sustainability of the country program.
  • Coordinate and implement grant acquisition processes and build internal grant acquisition and management capacity
  • Have strategic programmatic thinking and innovation to develop technically sound and innovative concept notes and proposal ideas
  • Coordinate opportunities for the National Director and Board of Directors to meet with potential donors and partners.
  • Ensure that Habitat for Humanity Tanzania has a pool of partners that supports its initiatives to create wider impact in affordable housing.
  • Monitor and evaluate HFH Tanzania’s fundraising initiatives/outcomes and share reports with the Board of Directors, HFH Tanzania
  • Correspond with donors, partners and potential partners, including sending out thank you letters to donors and providing information as requested.
  • Produce a quarterly newsletter for distribution to donors and partners.

People Management and Safeguarding

  • Provide proper supervision and management for all direct reports and lead to the establishment and functioning of a strong, effective and coordinated programming team.
  • Manage the program team to deliver on the program strategy, provide leadership and guidance and ensure that the management of the team is in line with HFHT’s HR policies and procedures.
  • With support from AHRA, I will manage the life cycle of individuals within the program team from pre-recruitment to exit, including performance management processes, and working with HR on issues such as disciplinary matters.
  • Identify necessary staff development and succession planning strategies for direct reports.
  • Develop a team learning agenda that deepens engagement and understanding of insights and priorities, strengthens team culture and collaboration, and addresses team development needs.
  • Create safeguarding awareness with project partners and ensure development and implementation of effective and usable community feedback mechanisms.
  • Work closely with AHRA in promoting a safe, inclusive and diverse work environment.
  • Encourage open, honest conversations and feedback on safeguarding with all stakeholders.
  • Participate in Senior Management Team meetings.
  • As per delegated functions within HFHT Delegation of Authority (DOA) authorize and approve requisitions and payments
  • Carry out other reasonable duties, as directed/delegated by the National Director, in alignment with the organization’s mandate.

Minimum Required Qualifications:

  • Advanced degree, preferably master’s in a development field, project management, urban planning, business management, or related field.
  • Postgraduate training in financial management and project management assets.

Technical Skills and Experience:

  • At least 10 years’ progressive experience in a similar position, preferably in the INGO sector.
  • Critical focus on providing a superior service level to managers and colleagues and delivering agreed results within time and budget constraints and to expected standards.
  • Proven experience in initiating and maintaining strategic partnerships (privates, public
  • Understanding of housing issues in Tanzania, particularly in relation to housing and development (Technical knowledge in specific housing sectors is an asset).

  • Demonstrated knowledge in risk and financial management and fulfilling the oversight role of ensuring compliance with organizational policies, grants and key donor requirements.
  • Proven experience includes in-depth understanding of designing logical frameworks and theory of change for complex, multi-year projects and leading teams in formulating strategic and action plans.
  • Excellent English language skills (written, reading and spoken).
  • Demonstrated analytic capacity and writing ability at a superior level.
