CAFOD is looking for a Programme and Finance Support Officer to help strengthen the financial management capacity of local partners in DRC. This is an important role supporting partner organisations to manage funding effectively, meet donor requirements, and build strong financial systems that enable high-quality programme delivery. Working closely with the Finance and Administration Manager, programme teams, and local partners, you will provide hands-on support across financial compliance, budgeting, reporting, audit preparation, and capacity strengthening.

Key Responsibilities

  • Support local partners to strengthen financial management systems, controls, and procedures
  • Review financial reports and supporting documentation to ensure accuracy and compliance
  • Provide guidance on budgeting, cash flow management, donor rules, and value for money
  • Carry out financial spot checks, risk assessments, and field verification visits
  • Support audit processes and follow-up on audit recommendations
  • Help partners develop stronger financial reporting and procurement practices
  • Build the capacity of partner finance and programme staff through training and ongoing support
  • Support programme administration and ensure accurate financial records are maintained in organisational systems

Job-specific competencies

  • Previous experience in financial accounting and financial management.
  • Demonstrable knowledge in financial accounting and management, including the ability to carry out financial assessments.
  • Demonstrated ability to work with and build the capacity of partners, influencing and improving their ways of working and financial systems.
  • Demonstrated experience in donor accountability and reporting to institutional donors.

Desirable Criteria

  • Good understanding of the local context.
  • Fluency in written and spoken French and Swahili, with proficiency in English.
  • Ability to work and travel in insecure environments and to manage personal security where necessary.
