Context:
IOM Somalia’s Community Stabilization Unit (CSU) harnesses the gains made by previous IOM stabilization programs and aims to foster peace and stability thereby providing a bridge to longer-term development interventions. To this end, IOM CSU is implementing several programs/projects across the four states Jubaland, South West State, Hirshabelle and Galmudug. These include the EU-funded Breaking the Climate-Conflict Cycle in Hirshabelle, the USAID-funded Stabilization Through Education Programme (STEP) and Stabilization and Reconciliation in Somalia, the Danish-funded Forging a Greener Peace in the Hirshabelle State of Somalia, FCDO-funded Rapid Stabilization Support to Somalia (RSS), the FCDO-funded Jowhar Offstream Storage Project (JOSP) RESTORE project and several projects in the pipeline by other donors.

In view of Community Stabilization Unit’s expanding portfolio, under the overall supervision of Senior Programme Coordinator (Community Stabilization), and under the direct supervision of the Programme Manager (Regenerative Resilience), the unit seeks to recruit Programme Assistant (JOSP RESTORE). The successful candidate will be responsible for ensuring financial, administrative, and logistical support to CSU in the timely implementation of project activities.

Core Functions / Responsibilities:
1.Assist in the implementation and monitoring of project activities.
2.Facilitate interagency (amongst JOSP RESTORE partners) administrative engagement and coordination, including UN2UN agreements.
3.Retrieve, compile, summarize, analyse, and present information/data on specific project topics.
4.Monitor budget; verify availability of funds; obtain necessary approval and update budget related information.
5.Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process, and follow-up on administrative actions, etc.
6.Draft status reports, identifying shortfalls in delivery, bring them to the attention of the supervisor and suggest remedial actions.
7.Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentation, and other forms of documentation.
8.Respond to complex information requests and inquiries; set up and maintain files/records; organize meetings, workshops, and training sessions.
9.Participate in meetings and conferences; assist in coordinating implementation activities with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors, and other stakeholders relevant to the project.
10.Assist in monitoring work of implementing partners and report non-compliances to the supervisor.
11.Provides guidance/training to new/junior staff.
12.Perform other related duties as assigned.

Required Qualifications and Experience
Education
•Bachelor’s degree in political or social sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with three years of relevant professional experience.; or
•High School Degree/Diploma in the above fields with minimum five years of relevant professional experience.

Experience
•Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
•Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
•Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

Skills
•Good communication, reporting and negotiation skills.
•Excellent monitoring and organizational skills.
•Ability to maintain accuracy at work with limited supervision.
•Ability to multi-task and delivers on set objectives and timelines in complex situations.
•Ability to use office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and data analysis.

Languages
For all applicants, fluency in English and Somali is required (oral and written).
Working knowledge of French or any other UN Official language is advantageous.
