Overview of the Role

As a Programme Coordinator for Somalia, you will provide vital support to the Programme Officer (PO) and Country Director (CD). You will be responsible for a range of strategic and Programme management tasks, both internally and externally facing. This includes building effective relationships and networks with various stakeholders, representing MAG in meetings, supporting partner management, and identifying opportunities for programme expansion.

Responsibilities

General Duties:

  • Develop effective relationships and networks with stakeholders, including national and local authorities, UN agencies, national partners, NGO Consortium, the wider NGO Community, and other operators in the region.
  • Support the PO and CD in representing MAG at area-level meetings in Mogadishu with a wide range of stakeholders.
  • Assist senior staff in planning and hosting Programme visits by MAG staff, donors, and partner agencies.
  • Support the CD in identifying opportunities to expand MAG program activities in new locations within Somalia.
  • Provide inputs for proposal writing and reporting.
  • Provide input into the periodic Programme and humanitarian context report.
  • Support the CD with external Programme communications, ensuring the CD is up to date with the current context on mine action in the region.
  • Be responsible for the oversight of Community Liaison activities and their integration into the wider Programme, ensuring adequate communication transfer across the Programme.
  • Assist the CD in overseeing security within Somalia and provide up-to-date reporting.

Representation:

  • Assist the CD in providing effective representation to donors, local authorities, partners, NGO forums, and other stakeholders relevant to MAG’s Somalia response to ensure that MAG’s mission, values, and specific project objectives are clearly understood and supported.
  • Support the CD with government and security sector interactions.
  • Inform peer members of any potential problems related to external relationships and advise the CD with pro-active solutions.
  • Collaborate with other Programme team members in planning trainings, workshops, and other events, and serve as the external liaison for these events (e.g., in soliciting attendance lists, coordinating with government officials, etc).
  • Develop and maintain effective working relationships with all stakeholders in the region.
  • Ensure all relevant parties are kept informed of MAG activities as advised by the CD.
  • Attend relevant coordination meetings and fora on behalf of MAG (including Governance Forum, NGO Consortium) as requested by the CD.

Business Development:

  • Proactively identify and report new opportunities to maximize MAG’s impact in the region to ensure continuity and stability.
  • Support the CD and PO in identifying and pursuing opportunities to expand MAG Programme activities in new locations.
  • Support the CD and PO in identifying and pursuing opportunities to improve the quality of MAG programming in areas of operation.
  • Assist the CD and PO with detailed stakeholder mapping and analysis for Somalia interventions to support business development.
  • Collect data for proposals and the preparation of reports as instructed by the PO and CD.
  • Provide inputs for the development of high-quality proposals and reports in support of business development.

Partnerships:

  • Coordinate and maintain effective relationships with local authorities and national partners.
  • Oversee and maintain the project implementation of national partners.
  • Supervise, monitor, and participate in the evaluation of partnership projects and sub-grants.
  • Routinely visit and monitor all sites and provide on-site assistance where necessary for non-technical issues.
  • Assist the CD in negotiating and implementing MoUs with partners as required and contribute relevant inputs to prepare technical agreements per project/grant.

Contract Management & Reporting:

  • Follow the data collection and reporting systems to assist the CD with robust information management.
  • Produce case studies related to the Programme and contribute relevant data and inputs for the production of high-quality proposals and reports.
  • Ensure that all activities are implemented in line with donor requirements and in accordance with MAG, country, and international standards, rules, and regulations, in coordination with the CD and the Technical teams.

Health, Safety, and Security:

  • Support CD in maintaining oversight of project health, safety, and security plans, policies, and controls to ensure the safety and security of MAG staff, assets, and resources.

Essential Requirements

  • Experience of supporting projects, including implementation, management, monitoring and evaluation, and contract compliance.
  • Proven expertise in assisting new business, including proposals development, networking, and contract negotiations.
  • Experience of maintaining successful relationships and negotiation with local authorities, NGOs, and local partners.

Essential Skills and Knowledge

  • Excellent communication and interpersonal skills, with the ability to establish effective working relationships at all levels internally and externally.
  • Strong representation, communication, and negotiation skills.
  • Excellent organizational skills with the ability to coordinate multiple activities sometimes with conflicting deadlines.
  • Proven ability to negotiate with stakeholders.
  • Effective basic financial management skills.

MAG takes a humanitarian approach to landmine action. They focus on the impact of their work on local communities. This approach recognises that although the number of landmines in an area may be small, the effect on a community can be crippling.
