Context:

Under the direct supervision of the Chief of Mission (CoM) and in close collaboration with the Emergency and Post Crisis (EPC) Regional Thematic Specialist at the Regional Office in Dakar, the Programme Officer (Community Stabilisation) will be accountable and responsible for supporting the planning, development, coordination, monitoring and evaluation of Community Stabilisation projects to promote IOM Côte d’Ivoire’s efforts in peacebuilding, reinforcement of social cohesion and emergency prevention in the country.

Core Functions / Responsibilities:

  1. Support the planning, implementation and coordination of Community Stabilization (CS) and peacebuilding (PB) projects in close coordination with the relevant colleagues at the Regional Office for West and Central Africa.
  2. Monitor progress and quality of projects (including financial, administrative and technical aspects) against Capacity Building Programme objectives and ensure their compliance with IOM and donor requirements.
  3. Draft all internal and external narrative and financial reporting, including donor reporting, ensuring coordination and consolidation of partner reports.
  4. Oversee project staff in implementing activities, including reporting, monitoring and evaluation.
  5. Ensure the timely recruitment of international/national contractors, consultants and/or experts as needed.
  6. Contribute to strengthening coordination and collaboration with other United Nations (UN) agencies, the Government, Non-Governmental Organisation (NGOs), communities and other stakeholders.
  7. Contribute to the development of tailored CS and PB programming and providing advisory support to the overall Peacebuilding Fund (PBF) programme orientation and strategy, identify constraints and obstacles to the implementation of projects and propose solutions.
  8. Facilitate communities’ participation throughout the projects’ implementation process through effective engagement and feedback mechanisms.
  9. Participate in relevant conferences, workshops, and other forums to ensure proper coordination, presentation and promotion of IOM Côte d’Ivoire Community Stabilization activities and to support advocacy for identified CS and PB priorities.
  10. Support the adequate and coordinated visibility and communication about the projects, including through press visits, radio messaging, social media and press releases.
  11. Undertake duty travel, in line with prevailing security restrictions, as required.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, Migration and Conflict or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

At least 2 years (4 years for bachelor’s degree holder) of work experience in:

  • Managing and/or implementing projects, and public information;
  • Implementing community engagement and dialogue, conflict analysis and prevention techniques or awareness raising and peacebuilding and stabilization initiatives; and,
  • Work experience in international institutions and organizations and liaising with government, civil society and donors.

Skills

  • Sound knowledge of the broad range of migration, displacement and conflict-related subjects in West Africa, particularly Côte d’Ivoire;
  • Knowledge of UN and bilateral donor programming; and,
  • Excellent knowledge of migration, displacement and conflict dynamics in West Africa, particularly Côte d’Ivoire.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and French is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, Russian and Spanish) and/or local language is an advantage.
