Context:

Under the direct supervision of the Head of Project Development and Support Unit, and in close coordination with relevant Project Managers, Regional Thematic Specialists (RTSs) and Headquarters (HQs), the Programme Support and Public Information Officer will coordinate the public information portfolio as well as contribute to the development of project proposals, and draft or generate project reports for the Mission.

Core Functions / Responsibilities:

  1. Contribute to the development of new programmes, project proposals, and concept notes in close coordination with project partners, relevant donors, and project managers. Provide technical inputs that align with emerging trends, donor priorities, and IOM’s Strategic Vision. In close collaboration with IOM Libya’s programme units, draft and/or coordinate the timely and quality preparation and submission of external project reports to donors, ensuring compliance with different reporting standards
  2. Coordinate the implementation of the public information strategy for IOM Libya, as well as the communication plan for the UN Network on Migration. Assist in positioning IOM prominently as a leading humanitarian agency among donors, partners, media agencies, and the Libyan public.
  3. Monitor the timely creation and dissemination of engaging multi-media content and other information products that enhances the visibility of IOM and its work in Libya. Facilitate the regular dissemination of this content through IOM Libya’s official communication channels.
  4. Analyze and compile inputs for information requests related to project development and donor engagement from HQ, the Regional Office, and other stakeholders, checking alignment with IOM Libya’s strategic priorities.
  5. Support the Country Office’s donor relations and resource mobilization efforts by maintaining effective working relationships with donors, programme partners, government authorities, diplomatic missions, and other relevant agencies or working groups.
  6. Draft, edit, and disseminate public information materials such as press releases, feature stories, infographics, factsheets, newsletters, and brochures. Ensure distribution within the Country Office, other IOM Country Offices, HQ, and to external stakeholders including donors, UN agencies, government counterparts, and other interested parties.
  7. Track and follow up on the preparation of the mission’s annual report, institutional questionnaire, and other IOM strategic framework reporting tools.
  8. Support Programme and Resource Management in tracking programmatic progress, including budget monitoring and liaising with relevant donors on budget modifications and project extensions.
  9. Supervise Public Information Assistant(s) and provide process related and administrative support to the Public Information (PI) Team. Participate in HR and procurement processes relevant to the PI team.
  10. Participate in the UN Communication Group, IOM Regional Office (RO) Communication Group, and other relevant forums and working groups.
  11. Undertake duty travel relating to the provision of information and support with respect to project activities and liaison with counterparts.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience :

Education

  • Master’s degree in Political or Social Sciences, Global Health, International Relations or a related field from an accredited academic institution and two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience

Experience

  • Experience in supporting project development and project management, and humanitarian and migration-related activities;
  • Experience implementing complex project activities, budget monitoring, report writing, and liaison with project counterparts;
  • Experience in supporting the development of humanitarian and developmental projects;
  • Experience with project coordination, scheduling, and monitoring and evaluation is an asset; and
  • Experience in liaising with government and donor counterparts, and national/international institutions.

Skills

  • Proven ability to coordinate a team and with counterparts at different levels.
  • Knowledge of MS office is a must and advanced statistical skills an advantage.
  • Demonstrated ability to meet deadlines and to write clearly and accurately.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge in Arabic and/or French and/or another official UN language (Chinese, Russian, and Spanish) is an advantage.
