Context:
Under the direct supervision of the Chief of Mission (CoM) and in close coordination with the Resources Management Officer (RMO) and Project/Programme Managers (PMs), the successful candidate will be responsible and accountable for contributing to project development, supporting the tracking of progress of implementation for IOM programmes and projects in Ghana and ensuring monitoring and reporting requirements are met.
Core Functions / Responsibilities:
- Support the IOM Mission and contribute to project development, donor liaison, and coordination with Headquarters (HQs), Regional Office (RO) and other relevant stakeholders.
- Draft concept notes and proposals for potential donors and funding opportunities in coordination with the relevant units, government authorities, international and regional institutions, and partner organizations in public and/or private sectors.
- Support the activation of projects, in close coordination with RMO, PMs and other pertinent IOM departments, and follow up on the administrative, financial and management requirements of project development and implementation.
- In close coordination with various PMs, review and edit interim and final project reports for donors and the Regional Office based on programme objectives, work plans, and timelines set by project agreements.
- Act as a Focal Point for projects in the Labour Mobility and Human Development Unit, including facilitating project management.
- Collaborate with IOM staff and implementing partners on both quantitative and qualitative monitoring aspects to provide relevant information for performance management and evaluation of programme/project activities, and for complying with regular reporting requirements.
- Guide and ensure the regular sharing of M&E findings with relevant stakeholders and other IOM offices and departments, and that monitoring data are discussed in the appropriate forum in a timely manner, also in terms of implications for future action. If necessary, create such discussion forums to fill any gaps.
- Guide the process for identifying the key performance questions, indicators and parameters for monitoring programmes/projects performance and achievements, for comparing it to purposes and targets, and for preparing evaluations; design the format for performance reports; review monitoring reports, analyze them and identify the causes of potential bottlenecks in project implementation and necessary corrective actions.
- Help the programme/project managers to revise the programmes/projects log frame matrix on a continuous basis, particularly in the areas of the objective hierarchy, indicators and monitoring mechanisms.
- Provide technical and backstopping support to project development and implementation to relevant units in the mission.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Development, Social or Political Sciences, Management or a related field from an accredited University with two years of relevant professional experience, or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience with logical framework approach and other strategic planning approaches, and monitoring methods and approaches;
• At least two years of progressively responsible, relevant professional experience and expertise in preparation of monthly, quarterly or annual programmes/projects reviews and in identifying the key performance questions, indicators and parameters for monitoring programmes/projects performance and achievements;
• Experience in liaising with donors and relevant stakeholders;
• Excellent knowledge of migration management principles, concepts and techniques.
Languages
Fluency in English is required. Working knowledge of French and/or Spanish is an advantage.
