1. BACKGROUND

The Strengthening Food and Livelihoods Security for Conflict-Affected Populations in Sudan. project aims at improving the food security and livelihoods of crisis-affected communities in Sudan by providing in-kind and capacity support to enable affected populations to undertake sustainable and inclusive humanitarian and development interventions whilst promoting peace and social cohesion. Due to the ongoing conflict in Sudan, the country’s overall agricultural production and economic activities are severely curtailed, and recent projections indicates a foresees a looming food security crisis. The conflict resulted in the loss of livelihoods and economic opportunities, destruction of infrastructure and obstruction of basic services, leading to the displacement of millions – both internally and externally. This upheaval created mass vulnerabilities in communities, requiring an urgent response to restore livelihoods, socioeconomic infrastructure, social services, and other economic opportunities while promoting peace and social stability. the project will play a critical role in revitalizing agricultural production and stimulating economic recovery across the country among displaced populations and host communities alike.

The overall objective of the proposed project is to strengthen food security and livelihoods of crisis-affected communities by contributing to economic recovery, peace, and social cohesion. The five key components of the project are Agricultural Production, Livestock Production, Community Infrastructure Rehabilitation (irrigation systems), Income Generation and Off-farm Livelihood Opportunities, and Strengthening the Capacity of Local Institutions as cross cutting.

The project will be implemented in four of the States most affected by the crisis in Sudan: White Nile State, Sennar State, Gedaref State and Kassala State, with the flexibility to adjust, shift or scale up to other States dependent on the changing context in Sudan and availability of resources. The project will support approximately 220,000 direct beneficiaries.

  1. ROLES, TASKS AND RESPONSIBILITIES

JOB PURPOSE

  • The purpose of this position is to ensure proper implementation and grant coordination of the Strengthening Food and Livelihoods Security for Conflict-Affected Populations in Sudan programme as per the proposal, budget log frame and implementation plan.
  • Follow-up of implementation plan and ensuring the timely compilation of progress reports from consortium members
  • Planning and execution of training needs assessment and technical capacity building of project staff and local implementing partners
  • Ensuring compliance of the Strengthening Food and Livelihoods Security for Conflict-Affected Populations in Sudan programme with the Qatar Charity QC’s and donor requirements and internal guidelines

REPORTING

The Project Manager reports to the QC CD in Sudan and works closely with the UNDP Sudan team to ensure quality program implementation and reporting in line with set objectives and guidelines.

TASKS AND RESPONSIBILITIES

  • Participate in programme inception meeting to discuss on the proposal and log frame and expected deliverables.
  • Participate in the development of programme annual and quarterly work plans.
  • Ensure smooth implementation of planned project activities in collaboration with project staff of the UNDP Team and in line with the approved budgets.
  • Coordinate the operations of the field staff to ensure adherence to programme log frame and reporting requirements.
  • Identify programme staff training needs and initiate appropriate intervention to address the capacity gaps.
  • Be accountable for the budget, timeline and the scope and overall project’s implementation in the targeted States of Sudan
  • Prepare & Review project progress reports submitted by the Project team and compile the programme progress reports.
  • Ensure timely submission of Donor quarterly reports.
  • In collaboration with the Finance Coordinator ensure timely budgetary revisions at project level
  • Be responsible for timely communication with the programme staff in the field offices on project milestones and upcoming deadlines.
  • Keep the CD and the Management Team informed about all programmatic issues of relevance to the overall management and coordination of the programme.
  • Monitor program activities through periodic field visits.
  • Maintain up to date project information.
  • Coordinate various baseline and post implementation surveys as planned.
  • Recommend revisions (if necessary) to planned programme activities and budgets to the QC Management
  • Keep relationship with other stakeholders (including other Communities, INGO, donors, government authorities etc.)
  • Ensuring the safety of all team members
  • Regular field visits to oversee the project activities.

Coordination & Networking

  • Represent QC at all projects related coordination meetings.
  • Establish and maintain good relationships strong & linkages with UNDP, Civil Society Organizations, and other stakeholders in country within the framework of Program.
  • Maintain operational and strategic level coordination with all the stakeholders.
  • Remain flexible to adapt and learn from others according to the contextual requirements and the needs of the project.

Programme Development

  • Contribute to the expansion of QC’s programme through strategic visioning in thematic area of Food Security.
  • Provide inputs in the fundraising efforts from other donors working in Sudan, by leading the development of technical parts of funding packages (proposals, concept notes).
  • Support in capacity building of QC staff on the thematic areas.
  • Actively pursue and develop internal and external linkages consistent with the vision, mission statement, core values and overall organization objectives.

  • Level of support to the project team, Partners, and other stakeholders
  • Level of adherence to deadlines and ensuring that reports are submitted according to established routines and are of high quality.

  • Level of organisation and clarity of communication with all stakeholders
  • Flexibility and ability to adjust to changes and new requirements.

4. EXPERIENCE AND PROFILE OF PERSON

Academic qualifications and experience

  • Master’s degree in social sciences, Economics, International Development and other relevant field
  • At least 5 years of programme management experience with reputable INGOs
  • Experience from international work, preferably with communities / IDP-related emergencies and with Livelihoods projects.
  • Demonstrated leadership and coordination skills.
  • Documented skills in formulation of programme/ project proposals, budgets, and reports
  • Ability to use Logical Framework Approach as a tool in project/programme design and follow-up.
  • Significant political and cultural awareness and experience of working in setting where insecurity is a major issue.
  • Advanced skills in computer applications (MS Office, Kobo, Power BI, Microsoft Forms, etc.).
  • Good communication, interpersonal, representation and negotiation skills
  • Understanding of and experience in monitoring and evaluation systems
  • Fluent in English and Arabic
