PURPOSE OF POSITION:

Qatar Charity Somalia is seeking a qualified and highly motivated person who can manage Development projects in Somalia the construction project officer will closely work with senior project staff in ensuring the construction projects’ success.

Key responsibilities:

  • Construction officer will work with projects department and reports to the projects coordinator regarding project development, planning and implementations.
  • Conduct needs assessment in according to Qatar Charity procedure and work to develop project documentations with major focus on engineering drawings, specifications, price analyses, development of bill of quantities (BoQ).
  • Work along with other team members to conduct environmental risk assessment for any construction project to be implemented and draws lessons learnt and recommendations from ending projects.
  • Apply project management methodology to design and prepare project logical framework, schedule, budget and detailed project proposal that are in line with QC manuals and as per donor requirement.
  • Work with consultancies, third part monitoring teams, contractors and communities to ensure that project implementations are done according to the plan.
  • Lead construction projects field monitoring and give guidance and directions to the site supervisors and contractors and analyze request for changes to be approved.
  • Ensure documentation of project activities and achievements to meet reporting requirements of QC.
  • Listing the works that have been completed at each stage of the implementation of the operations and approving the request for financial payment to the contractor.
  • Coordinate closely with all stakeholders including government agencies, communities, constrictors, suppliers, consultants and QC staff to ensure that projects are delivered according to the plan.

Qualification and skills

  • University degree in Engineering.
  • A minimum of 9 years of experience in the same role is required.
  • Good command of Ms. Office applications and AutoCAD
  • Good interpersonal and communication skills
  • Extensive knowledge of time planning software

Competencies:

  • Ability to plan, evaluate and make decisions under pressure.
  • Organizing and managing time
  • The ability to prepare reports.
  • Ability to prepare reports.
  • The ability to solve problems.
  • Accurate knowledge of calculating quantities and analyzing prices.
  • Knowledge of drafting engineering contracts
  • Knowledge and awareness of how to set general and specific engineering specifications and contract terms.
  • Knowledge of procedural lines for tenders
  • Knowledge of preparing periodic reports.
  • It is preferable to have experience in field work with non-governmental organizations.
  • Coordination and liaising skills, community mobilization skills
  • Good oral and written communication skills (English, and Arabic)
  • Proficiency in computers.
  • Independence and imitative person.
  • High level of integrity.
  • Ability to cooperate with others and work in a participatory manner to achieve established goals.
  • Familiarity with Qatar Charity’s policy, administrative and logistical management system.
