About the Project

In 2021, GGG, in partnership with Freetown City Council (FCC) and Water-Share Ireland (WSI), established Sierra Leone’s first liquid waste treatment plant – the Kingtom Faecal Sludge Treatment Plant (FSTP). This pilot plant, which was funded by the UK government is located in the centre of the Freetown metropolitan area, and currently processes approximately 21% of the city’s collected liquid waste, using an innovative geobag technology, which is the first of its kind in Africa.

GOAL operates the plant for FCC with WSI support with the aim of making the plant fully self sustainable, once achieved, GOAL will transition ownership to FCC or the private sector for long-term sustainability. We are currently seeking an experience project manager to come on board for the next 12 months to help realise this move to sustainability.

Pathway to Sustainability:

  • Improve plant management and oversight.
  • Expand processing capacity by 50%.
  • Establish a sustainable waste-to-energy business model and funding mechanism.
  • Attract carbon credit financing.
  • The plant would be handed back to FCC, with day-to-day operations being achieved through a new Public Private Partnership.

Once these steps have been achieved, the plant would be handed back to FCC, with day-to-day operations being achieved through a new Public Private Partnership.

Job Purpose

The Kingtom Waste-to-Energy Project Manager would be responsible for ensuring all aspects of the project are progressed in a structured and intentional manner. This includes;

  • Oversee daily plant operations and maintenance.
  • Implement Standard Operating Procedures with WSI.
  • Manage solar system procurement and installation.
  • Oversee 50% capacity expansion and briquette facility setup.
  • Develop and commercialize briquette market.
  • Conduct feasibility study for bio-digestion plant.
  • Monitor plant performance and ensure site upkeep.
  • Support resource mobilization and donor engagement.
  • Contribute to carbon credit application.

This is a full-time role based in Freetown, Sierra Leone. The Plant Site Manager and Operations Team on-site will report directly to the successful candidate who will report directly to the Sierra Leone Programme Director and Country Director . In addition the PM will work closely with the WASH Coordinator, particularly on communicating and coordinating with FCC and the mayor’s office and will give regular monthly updates to the Director of Strategy and Special Projects and GOAL’s Global WASH Advisor, based in HQ.

Skills & Qualifications

  • Proven track record in project management and project delivery lead role ideally in a similar waste management project
  • Strong experience in urban waste management (experience in liquid and solid waste management in urban settings)
  • Qualification in engineering, environmental sciences, waste management or related field is desirable.
  • Ability to communicate effectively with peers and senior management, both verbal and written
  • Ability to develop and maintain effective strategic partnerships with key stakeholders internally and externally
  • Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate complex information to others
