Ethiopian Center for Disability and Development (ECDD) is an Ethiopian Development NGO established in 2005 and has been re-registered and accorded legal personality with registry number 0321 on May 17/2019 as a local organization in accordance with the civil society organizations proclamation No. 1113/2019. ECDD works collaboratively with other organizations to promote facilitate and build capacity for “disability-inclusive development” in Ethiopia-the inclusion of persons with disabilities in mainstream government service delivery non-government organizations development programs. ECDD is currently implementing four projects promoting the rights and inclusion of persons with disabilities in Sexual and Reproductive Health (SRH) services and plans to develop more projects focusing on the promotion of inclusive health services for persons with disabilities in Ethiopia.

Description of Tasks:

The ECDD Inclusive Health Services Project officer, working under the overall supervision of the ECDD Program Coordinator, and reporting to the ECDD Inclusive Health Services Project Coordinator, promote, implement and monitor all-inclusive health service activities of the Adolescent and Youth Sexual Reproductive Health Project and various other ECDD Inclusive Health Services projects to be implemented in Amhara Region. Specifically, the Project Officer will:

  1. Develop a work plan for the implementation of the activities of the existing projects under the ECDD Inclusive Health Services Program, in consultation with Project Coordinators.
  2. Closely work with regional and town level health bureaus and facilitate disability mainstreaming efforts

3.Establish /strengthen a strong network among ECDD and the key partners in the health sector including but not limited to, concerned Government bureaus, organizations of persons with disabilities (DPOs), Community Based Rehabilitation (CBR) organizations, CSOs and Consortia working in the health sector

4.Design and organize workshops and various capacity building training on disability-inclusive health services and prepare training materials with the ECDD Training Director

5.Organize training and events including community conversations in collaboration with DPOs and service providers at the intervention areas

6.Support disability mainstreaming efforts of organizations and public, private, and CSO health service providers at intervention areas

7.Conduct capacity assessment of DPOs and devise capacity building initiatives to foster meaningful participation of persons with disabilities in programs

8.Ensure the active participation of CBR workers in the identification of youth with disabilities and in the referral services to the HEW and to the health centers

9.Represent ECDD and the inclusive health services projects in different government and non-governmental platforms

10.Ensure the proper monitoring of project progress in line with project indicators in consultation with ECDD M&E team

  1. Keep proper documentation of the project implementation and outcomes

12.Document case stories and good practices of the project

  1. Undertake such other tasks as may be assigned by the program coordinator, IHS Project Coordinator, IHS Project coordinator and/or Program Director.

Job Requirements

Education – BA in Public Health or other relevant fields of study

2.Professional experience – a minimum of 5 years of responsibility for the implementation of the donor-funded project(s)

  1. A good understanding of National health policies and strategies
  2. Previous professional experience working with persons with disabilities desirable
  3. Excellent interpersonal relationships and teamwork
  4. Excellent communication skills
  5. Able and willing to travel frequently to the target project sites
  6. Competence in the use of computer applications
  7. Fluency in English and Amharic or Ethiopian Sign Language, knowledge of other Ethiopian languages also desirable

In 2005 several individuals in Ethiopia came together to discuss how to address the challenge of more effectively meeting the needs of persons with disabilities in Ethiopia, and ensuring their access to mainstream service delivery as well as development programs. They decided to create a new type of Ethiopian organization, one that would promote and facilitate disability inclusion, but not by providing disability or rehabilitation services to individuals. They decided to create an organization that would reflect, in its structure and programs, certain core values: majority governance by persons with disabilities and family members, gender equality, and positive bias (affirmative action) in the employment of staff. Finally, rather than create a membership organization of persons with disabilities, they decided to create an association composed of prominent individuals, both professionals with and without disabilities, 50% women, reflecting different aspects of society.

Thus the Ethiopian Center for Disability and Development (ECDD) was born and registered with the Ministry of Justice in December 2005. Following the Charities and Societies Proclamation of 2009, ECDD was re-registered by the Charities and Societies Agency on 6 December 2012, as an Ethiopian Residents Charity, Registration No. 0321. By 2012 ECDD Association membership had grown to over 60 members and its staff had increased to 18 full-time employees, over half of whom are persons with disabilities.Today ECDD has a staff of 42 persons with branch offices in Mekele, Tigray Region and in Hawassa in Southern Nations, Nationalities and Peoples’ Regional State, and Local Disability Advisors in Afar, Somali and Oromo Regional States.
