Job Summary This is an exciting opportunity for a highly organised, proactive, and results-oriented project professional to support the delivery of a major regional trade facilitation programme across West Africa.

TradeMark Africa (TMA) is implementing the EU-funded GGSP-CALAO Programme, which aims to strengthen trade and regional integration along the Abidjan-Lagos and Abidjan-Ouagadougou corridors. The programme focuses on reducing non-tariff barriers, harmonising standards, and improving cross-border trade efficiency.

The Project Officer will provide operational, coordination, and administrative support to ensure the effective implementation of programme activities in line with TradeMark Africa’s Project Cycle Management (PCM) framework and EU donor requirements. The role will support day-to-day project management activities, including planning, monitoring, reporting, documentation, stakeholder engagement, and knowledge management.

The successful candidate will work closely with programme teams, government institutions, regional organisations, consultants, and implementing partners while ensuring that gender, inclusion, safeguarding, and sustainability considerations are integrated throughout programme implementation.

The role requires excellent organisational and analytical skills, strong project coordination experience, and the ability to work effectively in both English and French.

Key Responsibilities Programme Delivery and Coordination (35%)

  • Provide operational and administrative support to the Programme Manager to ensure the effective implementation of GGSP-CALAO activities.
  • Assist in the preparation, organisation, and monitoring of project plans, budgets, workplans, and implementation timelines.
  • Maintain accurate project documentation, including monitoring plans, risk registers, activity logs, and project records.
  • Support procurement processes, including preparation of supporting documentation and coordination with procurement teams.
  • Coordinate with technical teams across trade facilitation, procurement, communications, and results and impact functions to ensure timely information sharing and programme updates.
  • Follow up with consultants, implementing partners, and contractors on deliverables and provide regular updates to the Programme Manager.
  • Ensure project information and documentation are accurately maintained in internal project management systems.
  • Support collaboration between country teams, regional offices, and headquarters departments.

Monitoring, Evaluation, and Reporting (25%)

  • Support the collection and analysis of quantitative and qualitative data to monitor programme progress and performance.
  • Contribute to the preparation of quarterly and annual reports, ensuring timely submission of narrative and data inputs.
  • Assist in compiling evidence and supporting documentation for audits, evaluations, and programme reviews.
  • Maintain monitoring tools and support results reporting in line with organisational and donor requirements.
  • Document and disseminate lessons learned, case studies, and success stories arising from programme implementation.
  • Prepare draft inputs for programme reporting and ensure compliance with EU donor standards.

Stakeholder Engagement and Partnership Coordination (20%)

  • Support engagement with government ministries, customs authorities, standards bodies, and regional organisations, including ECOWAS and UEMOA.
  • Coordinate workshops, consultations, technical meetings, and stakeholder engagements, including logistics, documentation, and follow-up actions.
  • Maintain effective communication with implementing partners and contractors to ensure alignment with programme objectives.
  • Facilitate collaboration and information sharing among internal and external stakeholders.

Communications and Knowledge Management (10%)

  • Support the preparation of briefs, presentations, reports, and communication materials showcasing programme achievements and outcomes.
  • Coordinate with communications teams to ensure compliance with EU visibility and branding requirements.
  • Contribute to the development of content for websites, newsletters, social media, and other knowledge-sharing platforms.
  • Support knowledge management initiatives and the dissemination of programme learning.

Gender, Inclusion, Safeguarding and Sustainability (10%)

  • Support the integration of gender equality and social inclusion considerations across programme activities.
  • Collect and report gender-disaggregated data and support initiatives aimed at improving inclusion of women and small-scale traders.
  • Ensure environmental sustainability, climate resilience, and safeguarding considerations are incorporated into programme implementation.
  • Promote the highest standards of integrity, risk management, and compliance, maintaining zero tolerance for fraud, bribery, and corruption.
  • Qualifications and Experience
  • Education
  • Diploma or undergraduate degree in International Trade, Development Studies, Economics, Business Administration, or another relevant discipline.
  • Professional certification or training in Project Cycle Management (PCM), Project Management (PMP, PRINCE2) or Monitoring and Evaluation is considered an advantage.

Qualifications and Experience Education

  • Diploma or Bachelor’s degree in International Trade, Development Studies, Economics, Business Administration, International Relations, Public Policy, or another relevant discipline.
  • Professional certification or training in Project Cycle Management (PCM), Project Management (PMP, PRINCE2), Monitoring and Evaluation, or related disciplines is an advantage.

Professional Experience

  • Minimum 3 years of relevant experience for degree holders or 5 years of relevant experience for diploma holders.
  • Proven experience supporting donor-funded projects, including project coordination, monitoring, and reporting.
  • Experience working with EU-funded programmes or other international donor-funded initiatives is highly desirable.
  • Familiarity with trade facilitation, standards harmonisation, regional integration, customs, or cross-border trade initiatives is an advantage.
  • Experience supporting multi-stakeholder projects involving governments, regional organisations, consultants, and implementing partners.

Required Skills and Competencies Essential

  • Strong understanding of Project Cycle Management (PCM), including planning, activity tracking, risk management, and reporting.
  • Practical experience in monitoring systems, data management, and results reporting.
