The International Planned Parenthood Federation (IPPF) is the world’s largest non-governmental organization working in the field of sexual and reproductive health information and services. It has 6 Regional Offices, (Western Hemisphere based New York, East and South-East Asia and Oceania Region in Bangkok, Arab World Region in Tunis, South Asia Region in Bangkok, European Network in Brussels and the Africa Region in Nairobi, Kenya). IPPF Africa Regional Office has received donor funding from the She Decides Campaign to implement a multi-country project in Africa entitled ‘Improved Sexual and Reproductive Health and Rights of Poor and Vulnerable People, especially women and girls. The 24-month project is expected to enhance the delivery and advocacy for SRHR services including supporting the IPPF Member Associations to enhance their capacity for resource mobilization, advocacy and data management systems in SRHR.

JOB PURPOSE

  • Ensure efficient and effective management of a multi-country project supported by the Government of Belgium to strengthen delivery and advocacy for SRHR services.
  • Accountable for the achievements of the project expected results as provided for in the relevant restricted funding projects documents and track, report on the implementation of the MA projects and ensure this is guided by the IPPF and donor policies and principles.

KEY TASKS

  • Provide oversight and coordination of the project and advise IPPF ARO and other relevant stakeholders on all stages of the project cycle and implementation of the project
  • Facilitate effective partnership building with all relevant stakeholders to the project in each country and at the regional level
  • Ensure that MA expenditures meets the donor requirements and that the financial reports meet the scheduling and quality requirements
  • Collaborate closely with IPPF ARO Operations and Finance team to monitor the project budget and update IPPF ARO on actual expenditure versus budget throughout the year on projects
  • Prepare and contribute to all reports required by the donor and IPPF ARO, in collaboration with the MAs, and provide clarifications and data as required to the donor and IPPF ARO
  • Build and maintain positive relationships with all members of staff and contacts within and outside the Federation
  • Implement an effective approach to project planning, implementation, monitoring and evaluation of the project
  • Develop a dissemination strategy of lessons learnt and best practices from the project and other restricted projects related to SRHR service delivery within the Africa Region, which will contribute to the IPPF’s knowledge management SRHR service delivery scale up.

Technical Assistance to MAs

  • Provide technical support and guidance to MAs in all stages of the project (project development, project implementation, capacity building, monitoring and evaluation)
  • Ensure the delivery of services are in compliance with IPPF Quality of Care Standards
  • Actively engage in all priority initiatives in the Programmes Department and enabling services initiatives
  • Contribute to ensuring IPPF ARO Business Cycle is implemented as required and to provide oversight for efficient programme management in assigned MAs
  • Participate in the ARO review and recommendation of MA’s Annual Programme Budget, Half Year and Annual Reports
  • Provide guidance, review and recommend MA’s Annual Programme Budget, Half Year and Annual Reports
  • Collaboration with Technical Advisor-Operations to oversee programme budgets, monitoring expenditure and costs against benefits that are realised as the programme progresses
  • Build capacity of the MAs in effective management of restricted projects
  • Support assigned MAs in diversifying their resource base to strengthen their SRHR program and position the MA as a leading organisation in SRHR
  • Strengthen the capacity of MAs to develop innovative programmes in SRHR
  • Take the lead in identifying and promoting the sharing of good practices and introduction or implementation of innovative approaches for MAs to achieve set targets
  • Build strategic partnerships with the government, civil society, bilateral and multilateral organisations to implement programmes in the assigned MA’s
  • Collaborate with other ARO departments and units to support the programme
  • Support MA to strengthen collaboration and partnership with other stakeholders

EDUCATION & QUALIFICATIONS

  • Master’s Degree in Public Health, Health Services Management, Reproductive Health, Social
  • At least seven (7) years’ experience in a similar position
  • Experience in managing comprehensive SRHR service delivery programmes/projects in Africa
  • Experience in multi-country project co-ordination, monitoring and evaluation.
  • Experience in working with several donors
  • Experience in effective management of budgets in line with donor requirements.
  • Strong analytical skills
  • Excellent relationship and team management skills
  • Oral and written communication skills
  • Interpersonal and negotiation skills
  • Knowledge of French and English is a must

In the early 1950s, a group of women and men started to campaign vociferously and visibly for women’s rights to control their own fertility.

Family planning as a human right challenged many social conventions. Campaigners faced great hostility to gain acceptance for things that we take for granted today. Some were imprisoned. But they emerged determined to work with different cultures, traditions, laws and religious attitudes to improve the lives of women around the world. And so, at the 3rd International Conference on Planned Parenthood in 1952, 8 national family planning associations founded the International Planned Parenthood Federation. IPPF.

60 years later, the charity is a Federation of 152 Member Associations, working in 172 countries. It runs 65,000 service points worldwide. In 2011, those facilities delivered over 89 million sexual and reproductive health services.

Funding and structure

The IPPF Secretariat comprises Central Office in London and 6 Regional Offices:

Each Regional Office oversees, promotes and distributes core funds to Member Associations in the Region.
