JOB TITLE: Proposal Development Technical Lead Consultant

LOCATION: Nairobi, Kenya, Remote

ASSIGNMENT LENGTH: 45 – 60 Days ((depending on the duration of proposal development)

PERIOD OF ENGAGEMENT: May – September/October

POSITION SUMMARY: PC–Kenya is seeking to hire a Proposal Development Technical Lead Consultant (Implementation Science) for an upcoming USAID opportunity in East Africa. This position will support the capture effort and technical design for proposal development for the opportunity. This Activity will focus on identifying programmatic needs to drive adoption, utilization, and impact of research results.

RESPONSIBILITIES:

  1. Lead proposal preparation work pre-release of the solicitation, gathering key documents;
  2. Identify potential partners and staff from East Africa development implementers and local partners;
  3. Work in collaboration with core proposal team members, including a dedicated proposal writer, to develop a responsive, technically sound and competitive proposal;
  4. Write programmatic sections of the proposal in close collaboration with the Lead Technical Writer; review technical drafts and ensure overall quality of the proposal submission;
  5. Lead on technical design through to final proposal submission, including research, partnering, and supporting writers of all proposal sections;
  6. Review technical drafts, develop win themes, and support developing partner scopes of work, and
  7. Support the collection of budget numbers for inclusion in technical proposal/review

QUALIFICATIONS:

  1. Master’s Degree in Degree in Public Health, Biostatistics, Health Economics or relevant social science discipline, PhD preferred;
  2. 8+ years of professional, progressively more responsible management experience of international public health program phases (design, implementation, monitoring, reporting, and financial management) is required;
  3. Experience as a principal investigator in research protocols including implementation science preferred;
  4. Knowledge of the landscape in the region with international donor experience required, USAID program experience required;
  5. Experience in proposal writing is preferred;
  6. Professional written and spoken fluency in English is required. Understanding of local languages is preferred.
