INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009.  With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

Overall Purpose of the Role:

Under the supervision of the Protection Team Leader, the Protection Officer (Migration) will lead the direct implementation of DRC’s migration and protection activities targeting members of the refugee and host communities in the Awbare and Kebribeyah Woredas of the Somali region. The position will provide focused support to the implementation of DRC’s activities supporting the Regional Development and Protection Program (RDPP) consortium. Specifically, the position will develop and adapt training and monitoring tools, will design and facilitate awareness raising and training sessions, and will provide direct assistance and support to people with specific needs. She or he may also provide technical assistance and guidance to other stakeholders on migration and protection mainstreaming issues.

 

Responsibilities:

Project Implementation

  • Assume responsibility for assessments, planning, implementation and monitoring of migration and protection activities in line with international standards and best practices.
  • Lead in the assessment of demographic groups at-risk of engaging in unsafe, irregular migration, and develop associated vulnerability criteria.
  • Design, organize and facilitate awareness raising events and campaigns, discussions, workshops and meetings on topics related to the risks associated with irregular migration and alternative to irregular migration.
  • Identify, design and lead the development of IEC and training materials related to migration and protection issues.
  • Support the Protection Team Leader to coordinate and facilitate the provision of legal aid services and referrals to refugees and host communities.
  • Collaborate with relevant stakeholders to develop and maintain protection and legal service referral mechanisms, and support in with the general capacity building of beneficiaries, duty-bearers and other stakeholders to improve access to legal services.
  • Collaborate with the Protection Team Leader in the development of protection and migration activity guidelines and SOPs.
  • Collaborate with the Protection Team Leader to ensure migration and protection mainstreaming in all of DRC’s refugee interventions in Fafan zone.

Project Monitoring and Analysis: 

  • Monitor protection trends amongst the refugee populations and cost communities in Fafan zone and collaborate with the Protection Team Leader to recommend and design appropriate responses.
  • Analyze disaggregated migration and protection related data as a means to inform programming and response activities.
  • Regularly monitor the project’s migration and protection activities and provide feedback to ensure activities are responsive, and contextually and culturally appropriate.
  • Supervise and monitor camp-based refugee incentive workers and host community workers.
  • Ensure DRC’s accountability commitments are mainstreamed into all migration and protection activities.

Report Writing and Documentation:  

  • Produce internal and donor reports on a weekly and monthly basis.
  • Compile lessons and human stories on a monthly basis.
  • Ensure proper documentation of all project activities including means of verification, assessments and case studies.
  • In collaboration with the Protection Team Leader, contribute to the development of project proposal and concept notes.

Job Requirements

Experience and Technical Competencies:

  • Minimum of 2 years of experience in an entry to mid-level position, with experience in the field of protection, migration and humanitarian response working for an international NGO, UN agency or relevant ministry or local authority.
  • Demonstrated experience designing and leading community mobilization and awareness raising events and implementing community dispute resolution mechanism and legal aid services.
  • Experience working with displacement-affected populations.
  • Strong planning, organizational and problem-solving skills with the ability to work both independently and within a team.
  • Integrity, strong work ethic, and ability to consistently meet deadlines under pressure.
  • Strong interpersonal skills and commitment to learning and implementing organizational policies and procedures.
  • Full proficiency in Microsoft Office, including Word and Excel.

 

 

Education:

Masters degree in development studies, social work and social sciences or other relevant field from a recognized institution

 

Languages:

 Excellent verbal and written proficiency in English and Somali.
