Work Context

CESVI in partnership with WHH and PGI is implementing the project project ProGRESA – Protection, Risk Management and Food Sustainability in and AID) /Kenya in the counties of Garissa and Tana River, Kenya. To improve the resilience of the most vulnerable populations to climate shocks, the action strengthens agro-pastoral activities, risk management plans, and community protection services in Tana River and Garissa counties, targeting in particular 12 villages and 12 farming groups.
CESVI, as leading agency of the consortium and technical leading agency for the DRR & EWS component, is looking to recruit a Protection Officer to support and supervise the staff of PGI in the implementation of the protection activities in both country and to guaranty proper monitoring and technical supervision.

Job Description

Duty Station: Garissa and Tana River Counties with possible travels to Nairobi country Office

Duration: 18 months (renewable based on performance and funding availability – 3 months probation period)

Starting from: 01/05/2026

Salary Grid Grade: Grade VII Head

Key Responsibilities

  • Plan and supervise training for county officials (government offices, healthcare personnel, social workers, teachers) and Protection Champions on case identification and referral systems.
  • Coordinate the selection and training of Protection Champions in each village topics: harmful practices such as FGM and early marriage, GBV, children’s rights, disability inclusion, positive parenting, county referral system.
  • Supervise and harmonize, together with county partners and experts, the technical content of training sessions and community dialogues.
  • Support the organization and implementation of awareness-raising campaigns with elders, women, youth, and religious leaders to promote a protective environment and positive coping strategies.
  • Ensure the production and distribution of awareness-raising materials and kits in local languages ​​(Somali, Swahili, Orma).
  • Coordinate the mobile MHPSS service (village psychologist visits, group sessions, and individual counseling), ensuring integration into referral pathways and targeted assistance for critical cases.
  • Prepare periodic technical reports on protection activities and contribute to reports for the donor.
  • Participate in coordination groups and meetings with local authorities and project partners.

Reporting Responsibilities

  • Responsible to supervise the protection activities implemented by PGI, coordinate activity plan with Field Coordinator, PGI and WHH staff.
  • Provide weekly update to the Meal Officer for project weekly monitoring matrix.
  • Provide monthly update for the monthly and interim reports
  • Directly report to the Project Manager.

Essential Requirements

  • Bachelor’s degree in Social Sciences, Psychology, Social Work, Human Rights, Gender Studies, or related disciplines.
  • At least 5 years’ experience managing or coordinating humanitarian protection projects, particularly GBV, child protection, or MHPSS.
  • Experience training public and community workers on protection issues.
  • Knowledge of referral systems in Kenya and county protection policies.
  • Experience working with refugee and host communities in fragile contexts.
  • Technical knowledge in protection (GBV, child protection, disability inclusion, MHPSS).
  • Ability to plan, coordinate, and monitor field activities.
  • Excellent intercultural communication and group facilitation skills.
  • Ability to draft technical reports and collect data.
  • Fluent in English and Kiswahili; Somali is an advantage.
