DRC Burundi-Tanzania
DRC has been implementing emergency response projects in Tanzania since the onset of the Burundi refugee crisis in 2015 in three refugee camps in the Kigoma Region at the border with Burundi. DRC’s integrated projects for refugees, asylum seekers and host communities comprise sectors such as Camp Coordination and Camp Management (CCCM), Protection, Water, Sanitation and Hygiene (WASH), Shelter and infrastructure, General Food Distribution (GFD) and Livelihoods. In 2018 the office in Bujumbura, Burundi in 2018 aimed at strengthening cross border response and enhance the impact of interventions in support of Burundian returnees. In 2020, DRC implemented four projects in Burundi: An ECHO-funded program on cross-border interventions providing assistance to refugees/returnees on both sides of the border, two COVID protection response projects funded by OFDA and a NovoN Foundation (NNF), and one livelihood project focusing on permaculture that contributes to sustain the reintegration of returnees and to improve the food security needs of IDPs, returnees and host communities.

Through FCDO funding, DRC Burundi will implement a 9-months integrated project on protection and livelihood aiming that displacement-affected population in Burundi benefit from an enhanced protective environment and have access to social-economic opportunities.

Overall purpose of the role:
The Protection Project Manager will manage a substantial project covering 3 areas of interventions comprising protection and livelihood (mainly agriculture) activities aiming to strengthen the protection and resilience, for displaced populations, host families, host communities, and returnees, including identification and capacity development of local authorities and civil society organizations. You will oversee a team of around 25 national project staff. You will also represent DRC in relevant humanitarian coordination fora, provide leadership and direction to DRC team in Burundi, in collaboration with the technical advisor and the Head of Programme

Responsibilities:

Project Implementation

  • Ensure that project activities are implemented in line with DRC’s mandate, policies, procedures and country strategy, as well as with donors’ requirements and international protection guidelines;
  • Ensure timely and technically sound planning, implementation and follow up of the activities, including budgets, procurements and MEAL in line with project and budget documents;
  • Ensure Age, Gender and Diversity (AGD) approach to protection is consistently applied through community and right base participatory methods;
  • Work closely with the team on the protection monitoring and develop strong analyses
  • Ensure the good visibility of the project (internally and externally), in collaboration with the communication and the MEAL officers
  • Coordinate with the Head of Programs, the technical advisor and the regional coordinators on the project approaches and especially on resilience and social cohesion
  • Contribute to the development of proposals to secure follow on or expansion funding for the protection program as per identified needs
  • Collaborate with other Project Managers (Tanzania and Burundi) to ensure efficient internal referrals, information sharing and harmonized / integrated approach where necessary.
  • Ensure that local safety rules and safety SOPs are adhered to by the project team

Project monitoring, evaluation, accountability and learning

  • Lead the development of the MEAL plan (and particular attention on the baseline, end-line and evaluation)
  • Ensure programming minimum standards are met, and do-no-harm considerations are applied.

Project team management

  • Daily management of the team and undertake appraisals
  • In collaboration with the protection technical advisor, provide coaching/on the job training of the protection project staff,
  • Organize regular field/onsite visits to ensure technical support to the staff and proper monitoring of the activities’ implementation;
  • Ensure the respect of DRC’s Code of Conduct, confidentiality and humanitarian principles

Project Coordination

  • Organize weekly meetings with the project team, monthly meetings with the project team and the support department and contribute actively to the program quarterly meetings addressing transversal programmatic and strategic matters;
  • Ensure a good coordination with the national authorities at capital and field level, in collaboration with the Area Manager and the field team
  • In coordination with the protection technical advisor and the Area Manager, represent DRC in protection related working groups and other meetings with national, local and international actors in the assigned geographical area, and engage with relevant coordination mechanisms.
  • Any other duties as agreed with the Head of Programme

Requirements
Experience and technical competencies:

  • University or Master’s degree relevant to humanitarian work: preferably in law, social sciences, political sciences or humanitarian aid
  • At least 3 years of proven experience of managing a large project with a substantial financial volume, preferably on protection
  • Knowledge of livelihood programming
  • Prior experience in protection – monitoring, psychosocial support and legal aid
  • Strong track records on project life cycle
  • Strong track records on monitoring and evaluation and ability to develop MEAL documents
  • Proven experience on early recovery programming and durable solutions
  • Proven experience on integrated projects preferred
  • Knowledge of FCDO funding preferred
  • Ability to work with limited supervision.
  • Ability to work under pressure and manage competing priorities

Languages

  • Excellent communication skills in French and English is required.

Conditions
Contract: Nine months’ contract. Other employment conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates. This position is under employment category M.F2 on the DRC Expatriate salary scale available at www.drc.ngo

Community Infrastructure & Services: Provision of physical infrastructure like roads, bridges, community centres, irrigation systems or other community structures, facilitation and training of infrastructure management groups at community level, facilitation and funding of community development plans, initiatives for disaster risk reduction at community level.

Humanitarian Mine Action: Manual or mechanical mine clearance, clearance of former battle areas, education for affected communities – with special focus on children on how to avoid harm from mines and UXO, surveys of expected and confirmed mined or UXO areas, explosive ordnance disposal and stockpile destruction, capacity building of national demining institutions.
