DRC Burundi-Tanzania
DRC has been implementing emergency response projects in Tanzania since the onset of the Burundi refugee crisis in 2015 in three refugee camps in the Kigoma Region at the border with Burundi. DRC’s integrated projects for refugees, asylum seekers and host communities comprise sectors such as Camp Coordination and Camp Management (CCCM), Protection, Water, Sanitation and Hygiene (WASH), Shelter and infrastructure, General Food Distribution (GFD) and Livelihoods. In 2018 the office in Bujumbura, Burundi in 2018 aimed at strengthening cross border response and enhance the impact of interventions in support of Burundian returnees. In 2020, DRC implemented four projects in Burundi: An ECHO-funded program on cross-border interventions providing assistance to refugees/returnees on both sides of the border, two COVID protection response projects funded by OFDA and a NovoN Foundation (NNF), and one livelihood project focusing on permaculture that contributes to sustain the reintegration of returnees and to improve the food security needs of IDPs, returnees and host communities.
Through FCDO funding, DRC Burundi will implement a 9-months integrated project on protection and livelihood aiming that displacement-affected population in Burundi benefit from an enhanced protective environment and have access to social-economic opportunities.

Overall purpose of the role:
Under the supervision of the Head of Programs and in collaboration with the protection project managers, you will provide a technical guidance and support to the project teams with the aim to enhance quality and efficiency and will represent the mission internally and externally.

Responsibilities:

Technical guidance and support

  • Following the main components of the FCDO project, review the existing tools and approaches (guidance, SOPs, etc) at mission level and ensure harmonization accross the projects
  • Develop the missing SOPs and practical technical documents on cash-based assistance, community-based PSS support (individual and group), case management, legal aid, gender-based violence, protection monitoring, referrals, protection information management and community engagement.
  • Organize regular training to the teams approaches and tools
  • In collaboration with the project managers, Head of programs and regional coordinators develop the understanding and technical approaches related to resilience and social cohesion
  • Support the Protection Project Manager in developing and implementing protection and gender analysis
  • Ensure the respect of DRC’s Code of Conduct, confidentiality and humanitarian principles

Project Coordination

  • Participate to the monthly project’s review meetings with the project team and the support department and contribute actively to the program quarterly meetings addressing transversal programmatic and strategic matters;
  • Collaborate with relevant internal and external technical experts on protection relevant issues ;
  • In coordination with the Protection Project Manager and Head of Programme represent DRC in protection related working groups and other meetings with national, local and international actors in the assigned geographical area, and engage with relevant coordination mechanisms.

Requirements
Experience and technical competencies:

  • University or Master’s degree relevant to humanitarian work: preferably in law, social sciences, political sciences or humanitarian aid
  • At least 3 years of professional experience in the field of humanitarian protection interventions, human rights, civil society, or community development, preferably with an international humanitarian organization
  • Solid knowledge about the protection issues faced by conflict-affected populations including asylum seekers, and refugees
  • Proven experience of developing SOPs and technical guidelines in French
  • Strong skills in communication, and in developing and implementing protection systems and activities
  • Proven capacity to document, summarize and analyze protection data and to share information in a clear and systematic manner.
  • Solid experience in identifying and responding to needs of particularly at-risk individuals and groups based on field work, protection, age, gender, and diversity analysis and other criteria.
  • Demonstrated capacity to effectively represent a humanitarian organization with external partners and stakeholders
  • Demonstrated capacity to effectively train and develop skills of protection and non-protection staff

Languages

  • Excellent communication skills in French and English is required.

Conditions
Contract: Nine months’ contract. Other employment conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates. This position is under employment category NM.G on the DRC Expatriate salary scale available at www.drc.ngo

Availability: January 2021

Community Infrastructure & Services: Provision of physical infrastructure like roads, bridges, community centres, irrigation systems or other community structures, facilitation and training of infrastructure management groups at community level, facilitation and funding of community development plans, initiatives for disaster risk reduction at community level.

Humanitarian Mine Action: Manual or mechanical mine clearance, clearance of former battle areas, education for affected communities – with special focus on children on how to avoid harm from mines and UXO, surveys of expected and confirmed mined or UXO areas, explosive ordnance disposal and stockpile destruction, capacity building of national demining institutions.

Armed Violence Reduction (AVR): Education in procedures for safe storage and safe handling of small arms and light weapons (SALW), capacity building of institutions for safety, local and community level conflict management and mitigation.
