JOB PURPOSE:
Save the Children South Africa (SCSA) is seeking a Provincial Manager to provide strategic leadership and operational direction, in the Limpopo (LP) Save the Children South Africa (SCSA) Office. The candidate is also expected to conduct business development for the LP Provincial activities, stakeholder management, manage provincial communication and marketing and general compliance to all SCSA policy implementation. The Provincial Manager will represent SCSA in the province.
The Provincial Manager will report to the Programmes Director on the overall performance of the Province in terms of operations and programmes. The candidate is expected to ensure that all SCSA’s thematic areas, which include Education Plus Early Childhood Development, Health & Nutrition; Child Protection and Childs Rights Governance are fully implemented in accordance with the required quality standards and donor expectations in the LP Province.
Key Responsibilities of the Provincial Manager
- Strategy: Set and implement the vision for Save the Children South Africa LP Office, consistently with Save the Children’s South Africa’s strategy and priorities. Build on existing campaigns such as every Last Child, Campaign, Violence Against Children (VAC) and other key SCSA programmes which can act as cornerstones for driving SCSA’s impact and reach – i.e. multiplying the number of children reached and multiply funding. Become the partner of choice for children’s rights in South Africa.
- Programme Implementation: Provide leadership for timely and efficient project implementation within the province. Facilitate project planning sessions and create an enabling environment for implementation. Implementation of projects includes all forms of data generation as it relates to building evidence on the effectiveness, efficiency, relevance and sustainability of project interventions. Facilitate and support project documentation of both process and outcome implementation. Conduct and support project information dissemination using abstracts in conferences and related platforms. Facilitate, develop functional stakeholder partnerships and guide their performance, outcomes and outputs. Working collaboratively with different implementation teams (all SCSA thematic areas) and ensuring project oversight.
- Program Quality: The Provincial Manager should ensure that the Provincial SCSA programming activity is of a high quality and aligned with the Save the Children SA national standards.
- Building the team and change leadership: Grow and maintain a high performing, motivated team, leading and engaging existing managers while also attracting new talent to the organisation. Lead the organisation through significant change and growth, embracing new skills without downgrading existing ones. Manage all provincial human resource management and development (this includes recruitment and retention). Conduct staff performance management including review of performance
- Advocacy and external relations: Ensure that SCSA’s profile is enhanced via media and top-level engagement with Government, business, the general public and other NGOs, where appropriate using online and mobile platforms to deliver messages. It will be important to engage with government officials and politicians and initiate conversations which will allow Save the Children SA to shape policy on issues affecting children such as education, rights, protection, health and migration. Build on existing strategic partnerships and develop new relationships with businesses and individuals.
- Internal relationships: Foster positive and collaborative working relationships with other SCSA Provinces, Programmes Team, Support Services etc.
- Revenue generation: Maintain and grow the revenue base (funding) of the Province, where appropriate innovating and testing new approaches and methods while optimising the existing revenue generation streams and ensuring the right mix of income to have a sustainable, effective organisation. Help build a network of major corporate, foundation, public and individual donors in South Africa.
- Management and financial oversight: The Provincial Manager has overall responsibility for the organisational management, financial performance and accountability of Save the Children South Africa LP Office. S/He should ensure that the Province adheres to all relevant SCSA policies, national laws as well as legal agreements with national and international partners and donors. The integrity and reputation of Save the Children should be upheld at all times.
- Brand and Reputation: The Provincial Manager has overall responsibility for protecting and enhancing the reputation and brand of Save the Children SA.
Qualifications and Experience
- Post-graduate degree Social sciences, Public Health, Developmental Studies or equivalent and an advanced qualification in project management will be an added advantage;
- Proven experience in Organization Management and Leadership minimum 5 years (including staff management).
- Proven experience in programme management minimum 5 years
- Basic and broad experience in all four SCSA thematic areas is expected.
- Project management experience in development NGOs is an added advantage
- Proven ability to successfully manage projects implemented over a period longer than 24 months, with budgets in excess of 2 million
- Experience in budget monitoring and Grant Management is essential
- Minimum of 10 years working within an NGO; (INGO would be added advantage)
- Commitment to, and understanding of, Save the Children SA’s aims, values and principles.
- Current driver’s license.

- Excellent verbal and written communication skills specifically for report writing and project documentation;
- Demonstrable skills and proficiency in Microsoft office (Word, Excel, PowerPoint);

- Excellent interpersonal skills with strong initiative and ability to multitask;
- Sound work ethics and ability to prioritise and work independently;
- Familiarity with South African legislation such as the South African Labour law etc.
