Background of Assignment

Micro, Small and Medium Enterprises (MSMEs) are a catalyst to growth and future of the economy, but they face multiple barriers in increasing their competitiveness, profitability, performance, and creation of employment opportunities. As part of a larger strategy to promote entrepreneurship among the refugees and host communities, establish sustainable enterprises leading to increased income and assets, and break growth barriers, the program is supporting provision of Business Development Services (BDS) to micro and small enterprises in different sectors. BDS services will be used to compliment other interventions being implemented by the program geared towards creating opportunities for access to finance and skills. The program focus is to provide BDS services related but not limited to supply chain, technology adoption, access to finance, access to information, access to markets, and management training.

The programme targets to provide BDS services to one hundred (100) micro and small enterprises within a period of 6 months with a potential of renewal subject to performance.

Consequently, DCA is looking for a consultant/ firm to provide BDS services to the selected 100 enterprises that will be considered for an initial period of 6 months.

The consultancy is aimed to;

  1. Assess identify and document the key gaps for each of the 100 micro & small enterprises
  2. Tailor-make and provide BDS services to the selected micro and small enterprises in Kakuma refugee camp and Kalobeyei settlement addressing identified key gaps.
  3. Demonstrate the value of BDS service to enterprises and increase their uptake, including taking up responsibility on related costs
  4. Conduct BDS needs assessment for the selected enterprises and identify priority needs, as well as the status of each enterprise.
  5. Develop a BDS delivery package for each enterprise as informed by the needs assessment with clear cut-, medium- and long-term goals.
  6. Deliver BDS services to each enterprise as contained in the delivery package aligned to the priority needs.
  7. Monitor the enterprise’s performance through monthly data collection and submit monthly progress report on the BDS supported enterprise. Performance indicators will be developed jointly by the consultant and the program team

Geographical area of the assignment is Turkana County, Kakuma, Kalobeyei and host community in Kakuma Municipality and travelling to the site during engagement with the enterprises is anticipated.

  • Brief company profile with the company’s brief background, name, contact details and physical address. Individuals to provide a cover letter.
  • Company’s/individuals statutory documents (Certificate of registration or incorporation, CR12 and KRA PiN )
  • A word document summary of the skills and experience of the proposed lead consultant and the consultant(s) showing briefly the relevant previous assignments and education level. Maximum, 3 pages.
  • At least two recommendation/reference letters.

Below is the required education level and years of experience;

  • The consultant/firm must have a minimum of degree qualification in Business Management, Strategic Management, or any other related field from a recognized institution. In cases of a firm submitting the bid, each member of the proposed team should meet the minimum, education qualification stated.
  • At least 5 years of progressive experience in providing Business Development Services to small and medium enterprises.
