2. Purpose of the Consultancy

The Danish Refugee Council Kenya seeks proposals from qualified consultants/firms or individuals to produce a high-quality 8- 10-minute documentary that captures, communicates, and amplifies the efforts of the SDACKED project in advancing financial inclusion of refugees and vulnerable host community members. This documentary will serve multiple purposes:

  1. Awareness and education: The documentary will raise awareness among key stakeholders and the community on the barriers refugees and vulnerable host community entrepreneurs face in accessing financial services, formal markets and economic opportunities in Kenya. It should educate viewers on how the SDACKED project promotes financial inclusion through access to Know Your Customer (KYC) documentation, tailored financial products, market linkages, and technical assistance to entrepreneurs. The documentary should also highlight the social and economic benefits of inclusive market systems.

Inspiration and evidence: Through compelling human-interest storytelling and visuals, the documentary will showcase transformative journeys of project participants therefore demonstrating how access to financial services and enterprise development support leads to improved livelihoods, dignity, and resilience especially to the displacement-affected entrepreneurs. The Supporting Displacement Affected Communities in Kenya with Entrepreneurship Development (SDACKED) project is being implemented by the Danish Refugee Council (DRC) in Kenya under the generous support of the Embassy of Sweden in Nairobi. The project addresses key barriers to entrepreneurship development for refugees and host communities by creating inclusive systems for financial access and support services. It tackles challenges such as regulatory incoherence, limited financial availability and accessibility issues particularly for refugees who face inconsistent interpretations of Know Your Customer (KYC) requirements, due to stringent regulations around proof of identity, finance and communication.

The SDACKED project was launched in July 2022. It is being implemented in Nairobi and Mandera. The project supports micro-entrepreneurs through Community Savings & Loans Associations (CSLAs) or what in general lingo are referred to as Table Banks, collaborating with KCB Bank, to capitalize the groups. In Nairobi, the project works with 230 CSLAs with a combined membership of 5,473 individuals (70% refugees, 30% host community entrepreneurs), while in Mandera, it targets 100 CSLAs (with an approximate membership of over 2,000, comprising of internally displaced persons (IDPs), pastoral drop-outs, and general micro-entrepreneurs. Partnering with the Swedish government, DRC is implementing the SDACKED project whose objective is the development of an inclusive entrepreneurship system across Kenya to support increased financial inclusion and inclusive economic participation of refugees and hosting communities.

Objectives of the Consultancy

The purpose of this consultancy is to engage a qualified consultant to produce, and deliver a high-quality video documentary that captures and communicates the success and lessons from the implementation of the SDACKED project, in advancing financial inclusion for refugees and vulnerable host community members.

The specific objectives of the assignment are:

  1. To document the SDACKED project’s journey since inception, challenges that the project participants were facing at the time of joining the project and now, success and lessons learnt.
  2. Showcase beneficiary transformation by capturing compelling human-interest stories that demonstrate improved livelihoods, business and financial growth, and path and efforts to integration of refugees and the urban host community.
  3. Highlight systemic and market level impact of the project so far, by demonstrating how the project has influenced financial institutions like KCB Bank, strengthened partnerships with government (Department of Refugee Services- DRS and Ministry of Labour and Social Protection, Kenya Revenue Authority- KRA e.t.c) and private sector actors and how the project has contributed to inclusive market systems development. This calls for a high level of quality work.
  4. To produce professional and compelling video content suitable for donor reporting, advocacy, stakeholder engagement, and digital dissemination.
  5. Ensure all production processes adhere to DRC’s Code of Conduct, policy on safeguarding, informed consent, and ethical story telling standards, particularly when working with the refugee population.
  6. Scope of Work and Methodology

The general responsibilities of the consultant are:

  1. Preliminary evaluation:
  • Conduct background desktop research on the urban refugee entrepreneurship ecosystem to understand the objectives, target audience, and key messages of the SDACKED project.
  • Review existing material, reports, and data related to financial inclusion initiatives, economic recovery, advocacy, gender and protection interventions.
  • Develop a detailed documentary concept note and story line/script outline for approval.
  1. Script and storyboard development:
  • Develop a detailed script outlining the narrative structure, key themes, and messaging for the documentary.
  • Create a story board that visually maps out the sequence of scenes, shots, and visual elements to be included in the documentary.
  1. Interview coordination:
  • SDACKED project staff will help to Identify and contact potential interviewees, including project participants (both refugees and Kenyans), stakeholders, partners and community leaders.
  • Schedule interviews and filming sessions at suitable locations, ensuring logistical arrangement and necessary permissions are obtained. The field activities will be in Nairobi and its environs.
  1. Filming and footage capture:
  • Film footage at project sites, community events, and other relevant locations to capture the story of the SDACKED project as guided by the DRC team. The field locations include Eastleigh, Kitengela, Kayole, Dandora, Korogocho, Kawangware, Saika, Mathare, Githurai and Kasarani. It shall also include the DRC Eastleigh Urban Program office and DRC Country office at Lower Kabete.
  • Coordinate closely with the project team during filming to ensure alignment with project objectives.
  • Ensure high-quality video and audio recording, utilizing appropriate equipment and techniques to capture compelling visuals and interviews.
  • Ensure ethical filming practices, including informed consent and protection of vulnerable participants.
  1. Post-production editing:
  • Edit and assemble raw footage into a coherent storyline, incorporating interviews, narration, music, and sound effects.
  • Enhance the visual appeal of the documentary through colour grading, visual effects, animations, and graphics as needed.
  • Add subtitles or translations to accommodate diverse audiences, ensuring accessibility and inclusivity.
  • Edit and produce a high-quality documentary (approximately 8–10 minutes) incorporating narration, sub-titles (where necessary), graphics, and branding in line with donor guidelines. DRC shall provide the donor (Sweden) brand guidelines.
  • Produce shorter edited versions (e.g. 1–2-minute clips) for social media and digital use.
  • Deliver final high-resolution versions suitable for television, digital platforms, and stakeholder presentations.
  1. Review and feedback:
  • Provide opportunities for the project team to review and provide feedback on the draft version of the documentary.
  • Incorporate suggested revisions and edits to ensure the final product aligns with the project’s objectives and meets quality standards.
  1. Final delivery:
  • Deliver the final approved edited version of the video documentary in multiple formats suitable for online distribution, television broadcasting, and public screenings. While the final documentary should be able to run for 8- 10 minutes.
  • Share photographs of each site visited; at least 5 high quality pictures for each site.
  • Provide all raw footage, interview transcripts, and other project material as part of the deliverable package.
  • Ensure timely delivery of all project deliverables within the agreed timeline and budget.
  • Provide a concept for the documentary and an outline of the script.
  • Provide raw footage and edited master copy.
  • Provide short social media clips/cuts.
  • Provide all production files in agreed formats.
  • Hand over to DRC, all signed consent forms and compliance documentation.

The Consultant will be required to prepare a detailed methodology and work plan indicating how

the objectives of the assignment will be achieved, and indicate the support required from DRC.

  1. Duration, Timeline and Payment

The total expected duration to complete the assignment will be no more than 21 working days.

Payment terms and conditions:

  • 20% will be paid after submission of an Inception Report with a script outline and a concept note.
  • 30% will be paid upon completion of the field activity and all interviews with submission of a report, photography and work plan. This will cover phase 1 and 2 of the production.
  • 50% will be made upon completion and submission of the final version of the documentary and short clips for social media use (at least 10 short clips) in a USB/flash disk (phase 3 of the production) with the final edited version incorporating feedback with fully branded DRC and donor colours as per their visibility guidelines and optimized for TV and digital use.

All payment will be done in Kenya shillings with appropriate tax applied.

  • Lead consultant (with at least 5 years’ experience in documentary or impact story telling production.

  1. Eligibility, Qualification and Required Experience

Essential:

  • Possess an advanced degree in Media, Communication or Journalism;
  • 5 years’ experience in consultancy on protection and development communication in Kenya;
  • Proven track record of planning and designing creative communication campaigns; preferably in the context of humanitarian approaches and protection;
  • Proven experience translating core messages into effective products across multiple media (e.g. graphic design for billboards/flyers/posters; audio and video production etc.);
  • Prior experience in the humanitarian sector, protection advocacy and communication context will be an added advantage;
  • Ability to communicate fluently in English, Kiswahili and any other languages spoken by the refugees is a plus.

Desirable:

Experience working on projects related to financial inclusion, market systems development (MSD), or community development is highly desirable.

  1. Technical Supervision

The selected consultant will work under the supervision of:

  • SDACKED Project Manager with support from the Advocacy and Communications team.
  1. Location and Support

The assignment will be coordinated from the DRC’s Urban Program office in Eastleigh. The consultant will use his/her own computer, mobile telephone and all the necessary equipment to be used in production of the photos and the documentary. The SDACKED Project Manager will be responsible for the overall coordination of the documentary production with the consultant, to ensure timely and quality output. DRC will provide relevant support in mobilizing project participants for interviews, participate in any necessary interviews and provide relevant data to the consultant to aid in production of the documentary.

  1. Travel

The consultant will be expected to arrange for his/her own transportation to the field areas. S/he should therefore make adequate provision for this in the Financial Proposal.

  1. Submission Process

  • 20% will be paid after submission of an Inception Report with a script outline and a concept note.
  • 30% will be paid upon completion of the field activity and all interviews with submission of a report, photography and work plan. This will cover phase 1 and 2 of the production.
  • 50% will be made upon completion and submission of the final version of the documentary and short clips for social media use (at least 10 short clips) in a USB/flash disk (phase 3 of the production) with the final edited version incorporating feedback with fully branded DRC and donor colours as per their visibility guidelines and optimized for TV and digital use.

All payment will be done in Kenya shillings with appropriate tax applied.

  1. Proposed Composition of the Consultancy Team
  • Lead consultant (with at least 5 years’ experience in documentary or impact story telling production.
  • Producer.
  • Videographer.
  • Video editor.
  • Sound technician.
  • Graphic designer.
  1. Eligibility, Qualification and Required Experience

Essential:

  • Possess an advanced degree in Media, Communication or Journalism;
  • 5 years’ experience in consultancy on protection and development communication in Kenya;
  • Proven track record of planning and designing creative communication campaigns; preferably in the context of humanitarian approaches and protection;
  • Proven experience translating core messages into effective products across multiple media (e.g. graphic design for billboards/flyers/posters; audio and video production etc.);
  • Prior experience in the humanitarian sector, protection advocacy and communication context will be an added advantage;
  • Ability to communicate fluently in English, Kiswahili and any other languages spoken by the refugees is a plus.

Desirable:

Experience working on projects related to financial inclusion, market systems development (MSD), or community development is highly desirable.

  1. Technical Supervision

The selected consultant will work under the supervision of:

  • SDACKED Project Manager with support from the Advocacy and Communications team.
  1. Location and Support

The assignment will be coordinated from the DRC’s Urban Program office in Eastleigh. The consultant will use his/her own computer, mobile telephone and all the necessary equipment to be used in production of the photos and the documentary. The SDACKED Project Manager will be responsible for the overall coordination of the documentary production with the consultant, to ensure timely and quality output. DRC will provide relevant support in mobilizing project participants for interviews, participate in any necessary interviews and provide relevant data to the consultant to aid in production of the documentary.

  1. Travel

The consultant will be expected to arrange for his/her own transportation to the field areas. S/he should therefore make adequate provision for this in the Financial Proposal.

  1. Submission Process

Interested applicants who meet the requirements are invited to submit an expression of interest including:

  • A suitability statement including CV(s) of participating consultant(s) with details of qualifications, skills and experience.
  • Technical proposal that summarizes understanding of the TOR, methodology and tools to be used.
  • Work plan indicating the activity schedule.
  • Financial Proposal providing cost estimates and consultancy fees. The Financial Proposal should consider the responsibilities of the consultant.
