The Global Support Office (GSO), based in Nairobi, Kenya, provides strategic, operational, legal, and compliance support to Trócaire’s country programmes, ensuring that all operations align with organizational policies, donor requirements, and national legal frameworks.

Within this context, Trócaire seeks to engage a qualified and experienced legal firm in Kenya to provide comprehensive legal advisory services that will support the GSO in ensuring full compliance with Kenyan laws, relevant regional legal frameworks, and international best practices governing non-profit operations.

The legal firm will play a key role in providing professional legal guidance, written opinions, and risk management support to safeguard Trócaire’s institutional interests and reputation within Kenya. This will include advice on employment and labour law, contract drafting and management, registration and statutory compliance, partner agreements, dispute resolution, procurement, taxation, and corporate governance.

The firm will also support the GSO in interpreting and applying evolving Kenyan laws and regulatory requirements relevant to INGOs – particularly those relating to employment, taxation, NGO registration, immigration, data protection, and financial compliance – to ensure that Trócaire’s operations remain fully compliant with national legislation and donor expectations.

How to apply

Application Procedures
Interested and qualified legal firms meeting the above requirements are invited to submit their Proposal to provide legal services to Trócaire’s Global Support Office (GSO) in Kenya. The application should include:
1.A technical proposal outlining the firm’s understanding of the assignment, proposed approach, and capacity to deliver the required services;
2. A financial proposal clearly indicating the proposed retainer and ad hoc rates, inclusive and exclusive of applicable taxes;
3.Profiles and qualifications of key legal personnel to be assigned;
4.Copies of the firm’s registration certificate, practicing license, and tax compliance certificate; and
5.At least three (3) recent references from INGOs, UN agencies, or corporate clients for similar legal services.

The call opens on 8th December 2025 and the deadline for submission is 15th December 2025, at 5:00 PM (EAT).
