WHAT WILL YOU DO? (not all-inclusive)

  • Collaborate on the development of plans, processes, and procedures to ensure compliance with WFP Somalia Country Office (CO) budget programming policies.
  • Create and review project budget plans and monitor ongoing project performance against budgets, providing financial analysis and advice for resource optimization.
  • Review and create budget and project documentation, ensuring the accurate recording of resource data in internal systems, adhering to WFP standards.
  • Actively contribute innovative ideas for system improvements, techniques, tools, processes, and procedures to enhance budget and fund monitoring and management.
  • Monitor and provide guidance on fund utilization, advance financing, loans, borrowing, repayments, and refinancing arrangements, and communicate any deadlines for unassigned funds to the Country Directors and CO Leadership team.
  • Oversee actions related to project closure and resource transfers.
  • Represent the unit in internal meetings, committees, and working groups to provide and obtain budget and resource programming perspectives.
  • Monitor the resource pipeline to maximize operational efficiency, following established standards and processes, and provide advice on resource allocations based on pipeline shortfalls using relevant tools.
  • Assist in preparing food-demand plans to support corporate Global Commodity Financial Facility management and provide data for RB/HQ decision-making.
  • Collect and analyze data to prepare accurate and timely reports for informed decision-making, ensuring consistency in information presented to senior management and external stakeholders.
  • Provide regular reports on the progress of WFP Projects under different strategic outcomes and for donor grants.
  • Review and update CO-specific reports for external and internal audiences, ensuring data consistency across various reporting materials.
  • Support the capacity building of WFP staff in budgeting, fund management, and operational planning by answering queries and updating training materials, manuals, and guidelines.
  • Supervise general service staff as required and perform other relevant duties as needed.

DO YOU MEET THE MINIMUM REQUIREMENTS?

Education:

  • Advanced university degree (Masters degree or equivalent) in Business Administration, Finance, Economics, or other relevant field
  • First-level university degree (Bachelors degree) with an additional 2 years of relevant work experience and/or Training/courses.

Work Experience

  • Minimum 3 years (with a Masters Degree) or 5 years (with a Bachelors Degree) of progressively responsively professional experience in financial, budgeting and accounting Systems in commercial enterprises, national governments, or international organizations

Language

International Professional: Fluency (level C) in English language communication. Proficiency in Somali would be an advantage but not a requirement.

  • Advanced knowledge of WFP’s information systems

The World Food Programme is the world's largest humanitarian agency fighting hunger worldwide.

WFP was first established in 1961[4] after the 1960 Food and Agricultural Organization (FAO) Conference, when George McGovern, director of the US Food for Peace Programmes, proposed establishing a multilateral food aid programme. The WFP was formally established in 1963 by the FAO and the United Nations General Assembly on a three-year experimental basis. In 1965, the programme was extended to a continuing basis.

Organization

The WFP is governed by an Executive Board which consists of representatives from 36 member states. Ertharin Cousin is the current Executive Director, appointed jointly by the UN Secretary General and the Director-General of the FAO for a five-year term. She heads the Secretariat of the WFP. The European Union is a permanent observer in the WFP and, as a major donor, participates in the work of its Executive Board.

Its vision is a "world in which every man, woman and child has access at all times to the food needed for an active and healthy life."

The WFP has a staff of about 11,500 people, the majority of whom work in remote areas.

Goals and strategies

United Nations C-130 Hercules transports deliver food to the Rumbak region of Sudan.

The WFP unloads humanitarian aid at the Freeport of Monrovia during Joint Task Force Liberia.
