Role: Regional Digital Health Coordinator

Reports to: Community Engagement Advisor

Location: Kampala, Uganda

Introduction:

Living Goods is a member of the Jhpiego-led consortium implementing a five-year Urban Health Activity in Kampala, Mukono and Wakiso with funding from the United States Agency for International Development (USAID). The Activity aims to strengthen urban health systems and improve equitable health outcomes among all urban dwellers by working with districts, municipalities, and the Kampala Capital City Authority to provide quality primary healthcare services. It also focuses on optimizing available resources and enhancing private sector capacity to ensure sustainable improvements in health outcomes and a more resilient urban healthcare system. The Activity will address poor quality of care, congestion in public health facilities, uncoordinated referral system, weak community and surveillance structures, limited private sector capacity, and gaps in the enabling environment result in poor health outcomes. The project’s key expected results include the following: improved access to and use of quality, maternal, newborn and child health (MNCH), family planning/reproductive health (FP/RH), nutrition, and malaria services and improved disease outbreak response.

The Position:
Supervise and support group of Regional Digital Health Support Officers and ensure successful implementation of Digital Health Systems.

To support Digital Health Service Delivery within the program sites of operation; and offer first line support to CHWs, Program Delivery Team and other stakeholders.

Offer Technical Assistance (TA) to National, Sub-national (County, Sub-county and District) Health Management Teams, as well as support LG partner engagements with key focus on Digital Health.

Responsibilities:

Digital Health Implementation Support

  • Offer first line support in troubleshooting the digital health data gaps on the applications, escalation and follow up for resolution and closure: –
  • eCHIS Application. (CHW and Supervisor)
  • Reporting & Monitoring tools (Dashboards and any other reports).
  • Support Data gathering and analysis outside what is visualised on the dashboards through national and sub-national engagements: –
  • Sub-national (County, sub-county & District) Health Management Team meetings.
  • Quarterly Performance Review meetings for Program Delivery.
  • Supporting Digital Health system changes, both minor and major and offering feedback for improvement.
  • Support offer Technical Assistance (TA) to District Health Management Teams on the various Digital Health systems and, Performance Management & reporting tools.
  • Champion the digital Health system policies adoption, and feedback gathering (for improvements)
  • Evaluate user needs and system functionality, ensuring that DH facilities meet these.
  • Coordination of troubleshooting, identification and systematic resolution of digital health systems.
  • Identification of improvement opportunities in the digital health platforms and supporting program teams with business requirement definitions and documentation.
  • Support performance/ data review meetings within the respective operational areas.
  • Troubleshooting root causes on data related issues by driving holistic cross functional engagements
  • Facilitate and ensure timely and sufficient level access of reporting tools (Dashboards and Dataware house reports) to relevant.

Digital Health Capacity Building

  • Support capacity Building of ToTs and end users to ensure effective Digital Health systems and tools utilization.
  • Train and support the implementation of new programs/projects within the designated regions
  • Coach the Technical Team at District level to offer Digital Health support and first line end user issue management.
  • Drive a progressive improvement on data interpretation, analysis and review by conducting trainings and workshops.

Technical Assistance (TA)

  • Offer technical IT assistance to the District Health Management teams to enable them drive digital health programs effectively.
  • Offer technical related support to project implementation cycle within the designated stakeholders and partners.
  • Support District health management’s teams in performance reviews.

Digital health project coordination within the designated area of operation

  • Coordination of upgrades/ updates within digital health platforms.
  • Organize and conduct new Digital Health product engagements both in pilot and rollout phase.
  • Testing, piloting and rollout of new digital health systems or products
  • Reviewing and analysing UAT feedback shared by end users, and stakeholders.
  • User Acceptance Testing of DH App updates (Major and Minor) changes prior to deployment.

Team leadership and supervision

  • Supervise and coordinate a dedicated team to provide timely and quality implementation of digital health activities.
  • Monitor team’s issue resolution and ensures quality service is delivered. Examples include raising staffing level concerns, prioritizing work, RDHSO resource allocation etc.
  • Ensure that all field issues reported are followed up to ensure resolution within the agreed SLAs.
  • Assess the skilling & Training needs of district resources with key focus on Mentorship and coaching.
  • Ensure that RDHSO submit regular reports and any outstanding tasks are prioritized, followed up and closed.
  • Support Asset management in the designated area of operation.

Key Requirements:

  • Degree in Computer Science or a related field;
  • Or Degree in Business related field plus the following technical certification from accredited body; ITIL Compulsory, Project Management (Prince2 / PMI, Scrum) SQL or COMPTIA
