About the job

Under the management of the Regional Head of Support services, the Regional Finance Manager has a regional focus and provides the due support (including technical support when required) and guidance to each Country Office. Financial performance includes but is not limited to, budget development, financial reporting, follow-up of expenditure against budgets, cost control management and risk mitigation.

The Regional Finance Manager is in-charge of the Finance Department of the Regional Office and is fully responsible for the financial responsibilities related to the Regional Office, while performing oversight on the country offices on project finance matters.

Furthermore, The Regional Finance Manager should ensure a good and efficient cooperation, communication and collaboration with the Finance Department at the HQ (in Copenhagen, Denmark).

Your main duties and responsibilities will be:

  • To ensure the efficient management and supervision of the staff members of the Finance Department of the EAGL RO this includes daily supervision of the tasks, follow-up of the targets defined and appraisal of the staff members;
  • To monitor compliance of the financial rules and regulations within the EAGL RO and for all its staff members;
  • Participate in the development of regional project budgets to ensure compliance with internal and donor regulations;
  • To reinforce the financial rules and regulations in the EAGL Region and for each project managed by the EAGL Region, including the quality and compliance standards of the financial supporting documentation;
  • To accommodate and support donor financial audits & Internal finacial audits of projects at the EAGL Regional Office, in good coordination and communication with the Finance Department at the HQ;
  • To provide guidance to the Country Offices for the respect of compliance in each country, supporting them in regards to the internal compliance requirements while also advising for the external compliance requirements;
  • To ensure efficient support for each Country Office in terms of the implementation of DRC Dynamics for the Finance Track;
  • Ensure that DRC Dynamics Finance Track is used to its full capacity within the EAGL RO;
  • To support work related training of the staff of the Finance staff at the EAGL RO, including accounting, procedural and systems related needs ;
  • To actively support talent management initiatives with the wider DRC finance community.

About you

To be successful in this role, we expect you to have at least Minimum three (3) year experience as Regional Finance manager or equivalent role in INGO setting. Moreover, we also expect the following:

Required

  • Bachelor’s degree in accounting and finance is must, master’s degree or above will be considered as an asset
  • Expert level experience working is ERP 365 System is Mandatory.
  • Knowledge of Kenyan Financial laws and statutory audits is Mandatory.
  • Advance skills in managing large and complex data analysis and Power BI;
  • Excellent communication, interpersonal and influencing skills with a well-developed ability to motivate and persuade at high levels;
  • Proven track of technical training skills and mentorship.
  • Proficiency (written and spoken) in English;
  • Experience of working in countries under East Africa and Great Lakes Region is Mandatory.
  • Excellent Computer Skills (MS Office, Internet) and an advanced proficiency in Excel are required.

Desirable

  • Other languages like Swahili, Arabic, French will be added advantage
  • Work experience with Danish Refugee Council in Finance unit is Desirable.

Shelter and Non-food Items: Provision of emergency shelter, emergency cash grants, rehabilitation of housing, distribution of non-food items (NFIs) and provision of return and repatriation kits.

Food Security: Emergency food provision or food voucher programmes. Training and capacity development in agriculture, agricultural inputs (e.g. tools and seeds), agricultural grants.

Protection: Advocacy for the rights of displaced people in their context of displacement, child protection initiatives, individual protection assistance based on vulnerability, legal aid, land & property rights, sexual and gender-based violence prevention, registration services for the internally displaced and refugees, monitoring of rights and rights awareness-raising, facilitation of return and repatriation processes.

Income Generation: Business training and SME development, business grants, life-skills training, literacy and numeracy training, vocational training, micro-credit loans, savings groups, group enterprise development and facilitation.

Coordination & Operational Services: Coordination and management of refugee and IDP camps, active participation in UN cluster coordination, humanitarian surveys and studies, facilitation of NGO Networks focused on displacement solutions, capacity development, training and support to local NGOs, secondment of experts to UN emergency operations worldwide

Community Infrastructure & Services: Provision of physical infrastructure like roads, bridges, community centres, irrigation systems or other community structures, facilitation and training of infrastructure management groups at community level, facilitation and funding of community development plans, initiatives for disaster risk reduction at community level.

Humanitarian Mine Action: Manual or mechanical mine clearance, clearance of former battle areas, education for affected communities – with special focus on children on how to avoid harm from mines and UXO, surveys of expected and confirmed mined or UXO areas, explosive ordnance disposal and stockpile destruction, capacity building of national demining institutions.

Armed Violence Reduction (AVR): Education in procedures for safe storage and safe handling of small arms and light weapons (SALW), capacity building of institutions for safety, local and community level conflict management and mitigation.

Water, Sanitation & Hygiene (WASH): Emergency water supply, hygiene item distribution, hygiene information and education, construction of latrines, installation water points, wells and water storage. Water purification.
