About the role:

The Logistics & Procurement Advisor is responsible to work closely with the country teams to ensure delivery of logistics and procurement services in line with project needs, GOAL standards and regional context. They will have a key role in delivery of global policies and procedures in the region. As part of the global technical team, they will input to continued innovation and improvement in logistics and procurement services. The advisor will work closely with the Regional Director on cross cutting issues, planning and prioritisation of support.

This role has a surge support function and travel is required to various countries.

Key Responsibilities:

Procurement and Logistics

  • Directly support and advise country procurement and logistics teams in planning and delivery of procurement and logistics services.
  • Input to procurement and logistics strategy and plan development for country programmes and high value projects to ensure efficient and effective services in line with GOAL and donor requirements.
  • Monitor country procurement and logistics service performance metrics, highlight areas of weakness and work with country teams to develop and deliver improvement plans.
  • Advise the Systems Director on planning and resourcing of logistics and procurement services.
  • Monitor logistics and procurement service costs and advise on areas of risk or need for review.
  • Participate in workforce planning, job design, selection, and on-boarding of procurement and logistics staff.
  • Provide regional procurement and logistics analysis and recommendations to the Regional Director.
  • Work with country teams to develop climate smart operations strategies. Lead on identifying opportunities and delivering plans to reduce GOAL negative environmental impact.
  • Liaise with HQ team and other departments for technical support and approvals.
  • Provide technical mentorship and training to procurement staff, logistics staff and Systems Directors.
  • Gap filling and surge support for new project start-up
  • Work with regional director on regional approaches including plans for regional operations, staff development, secondments, and cross learning.
  • Develop regional and global technical logistics and procurement materials as requested.

Training and Representation:

  • Participate in regional and global technical forums as requested.
  • Develop and deliver face to face, online and self-paced training materials.
  • Provide training to country management teams on procurement and logistics services.
  • Maintain personal development and learning to be up to date on sector best practices.

Emergency Preparedness and Response:

  • Ensure all countries have procurement and logistics emergency preparedness and response plans in place.
  • Work with the Regional Director on regional analysis, assessments and other advice on potential countries or areas of operation.
  • Deploy to the field for emergency response in new country or existing country programme operations.

Qualifications and Skills:

Essential

  • 5+ years relevant work experience in logistics and/or procurement services management.
  • Experience in Humanitarian and/or Development programming.
  • Strong technical knowledge on procurement and logistics services.
  • Experience in developing service strategies based on customer needs.
  • Familiarity with digital solutions and data analytics.
  • Good communication skills and experience in working with multiple stakeholder groups.
  • Willingness and ability to travel to country programmes and work in resource limited environments.
  • Willingness and ability to work remotely/virtually with colleagues and to be able to work from home.
  • Working level oral and written English.

Desirable

  • French language
  • Degree level education
  • Experience in humanitarian emergency response
  • CIPS/CILT/CHL/Bioforce or equivalent qualification

The appointee must have legal right to work in the country stated on the employment contract. The appointee must be willing and able to work remotely and to ensure access to high-speed internet services.
