DG ECHO is recruiting one National Staff to be based in Nairobi (Kenya) as a Regional Safety Associate, for its Nairobi Regional Office.
1. Duties & Responsibilities:
The jobholder carries out activities related to various security aspects of DG ECHO staff, offices and operations, in support to the RSC (Regional Security Coordinator) for East Africa, and the RSC for Central & Southern Africa. The jobholder contributes to increasing the security of DG ECHO staff deployed in the different countries of these regions and s/he will be responsible for the following tasks, among others:
- Helps to assess the security situation at the duty station and ensures adequate gathering and verification of security information needed for a proper assessment of the situation by the RSCs.
- Communicates information on security to the Head of Regional Office (HoRO) and Heads of Offices (HoOs) in the two regions and provides security advice to DG ECHO staff in the absence of the RSC as required.
- Liaises and coordinates, as appropriate, with Security Focal Points of DG ECHO partners and other relevant actors.
- Maintains a statistical database of all security incidents in the two regions and analytical charts.
- Helps to prepare and review the contingency and security plans and procedures.
- Supports actions during the implementation of the security procedures, as required.
- Assists in preparing country Security Risk Assessment, Premises Security Surveys and country specific Standard Operating Procedures and contingency plans.
- Maintaining the warden system and keeping up-to-date information related to DG ECHO offices and residences in the Regional Office and the Country Offices.
- Assist the RSCs in the ongoing security training of ECHO staff.

2. Required Qualifications:
Education: Relevant university degree and/or studies relevant to security or equivalent professional experience.
Knowledge and experience:
- Minimum of 5 years of safety and security related work experience at national or international level.
- Solid previous operational security experience with the humanitarian system (United Nations agencies, Red Cross or International NGOs) is highly desirable.
- Experience in diplomatic security, protection, security analysis is considered as an asset.
- Proficient in office software (MS Word, Excel, PowerPoint).
- Knowledge of the principles of cartography (GPS coordinates, online mapping platforms).
- Knowledge of the different operational humanitarian communication systems (HF/VHF radio, satellite communications).
- Basic knowledge of the principles and techniques of first aid / advanced first aid.
- Having a valid driver’s license.
Languages:
- An excellent command of English (written and oral) is required.
- Knowledge of French is considered a strong asset.
- Knowledge of local language, Swahili, is an asset.
3. Required Competencies:

Ability to ensure the correct application of DG ECHO guidelines and procedures in all the decisions taken.
- Demonstrating exemplary attitudes and behaviours: commitment to act in line with DG ECHO and humanitarian values, demonstrating the required and exemplary attitudes necessary for the Field Network.

For information, the employment conditions that could be proposed include an initial contract of one year with the possibility of renewal subject to a 3-month probationary period and following a positive annual evaluation. As an indication, the monthly basic salary range is KES.350,795/- (minimum corresponding to 5 years’ experience and subject to local tax law). The salary will be adapted according to the exact duration of relevant professional experience supported by a work certificate (one year of relevant experience account for one step in DG ECHO’s salary grid). In addition to this, the employee will also receive disability/retirement allowance, 13th month salary as well as a medical coverage.
