Purpose
LWF is seeking an experienced professional to fill the position of Representative for its programs in Cameroon and Central Africa Republic based in Yaoundé, with regular travel to field offices across both countries.

In Cameroon and CAR, LWF World Service delivers people-centred and community-based programs in its three programmatic areas namely Protection and Social Cohesion, Climate and Resilient Livelihoods, and Quality Services, through direct and indirect implementation. We are working closely with NGO partners including churches, communities, government, UN agencies, and donors.

The Representative will provide overall leadership, management and representation of the LWF Cameroon-CAR, and collaborate with its current implementing partners in CAR, mainly Caritas and EELCAR (Evangelical Lutheran Church in CAR), as well as developing/strengthening joint work with related agencies (CLWR, FCA, DCA, DKH, KiA, ELCA etc.) and ecumenical partners. The role includes overseeing the implementation of the 2025 to 2031 Country Strategy, managing risks, leading resource mobilization and donor engagement, ensuring strong financial management and compliance, and guiding teams to deliver high quality humanitarian and development programs.

Key Responsibilities
Provides overall leadership to the LWF Cameroon-CAR Country Program, including the formulation or adjustment and implementation of the Country Strategy.

Leads programme development, strategic planning, implementation, monitoring and evaluation.

Develops strategies and operational plans and actively engages in negotiations with key stakeholders to uphold and develop a viable portfolio of projects and programs.

Ensures the complementarity and close working relations of finance and program units.

Ensures good management of resources, operations and partnerships with special emphasis on capacity building and continued improvement.

Direct supervisor of the Country Program Manager in Cameroon-CAR, Areas/Project Coordinators, Finance Manager and other senior Unit Heads at the country office.

Leads and develops teams, ensuring a safe, inclusive and high performing work environment.

Maintains close communication and cooperation with LWF’s related, relevant governmental authorities, UN organizations, and other international and national NGOs.

Oversee security management for all LWF operations in Cameroon and CAR.

Required qualifications
University degree in humanitarian or development work, and/or other related technical or social studies.

Knowledge and Experience
Minimum 5 years of successful experience in a senior leadership/management position in the field of refugee or IDP response, livelihood, human rights, sustainable development and transition, and/or humanitarian response, preferably within an international environment.

Proven leadership, donor engagement and resource mobilisation experience.

Strong experience working with local partners, cooperating with governments, the United Nations system and inter-agency coordination clusters and other coordination structures at national level.

Team-oriented, flexible and excellent communication skills.

Knowledge of LWF, its member churches, ecumenical partners and related agencies is a strong asset.

Language Skills
French: fluent
English: good working level
Knowledge of local languages in Cameroon and CAR is advantage.

The Lutheran World Federation (LWF; German: Lutherischer Weltbund) is a global communion of national and regional Lutheran churches headquartered in the Ecumenical Centre in Geneva, Switzerland. The federation was founded in the Swedish city of Lund in the aftermath of the Second World War in 1947 to coordinate the activities of the many differing Lutheran churches. Since 1984, the member churches are in pulpit and altar fellowship, with common doctrine as the basis of membership and mission activity.

On October 31, 1999, in Augsburg, Germany, the Lutheran World Federation signed the Joint Declaration on the Doctrine of Justification with the Roman Catholic Church. The statement is an attempt to narrow the theological divide between the two faiths. The Declaration also states that the mutual condemnations between 16th-century Lutherans and the Roman Catholic Church no longer apply. A similar event took place in Lund Cathedral at the 500th anniversary of the beginning of the Reformation when Pope Francis visited Scania, Sweden's southernmost province that originally was Danish

The federation was organized at Lund, Sweden, in 1947. Based in Geneva, Switzerland, it replaced the more informal Lutheran World Convention, which had been founded in 1924. The goal was to coordinate international activities of the many Lutheran churches, to provide a forum for discussions on theological and organizational issues, and to assist in philanthropy, missionary activity, and exchange of students and professors. A key leader was Executive Secretary Sylvester C. Michelfelder (1889–1951), representing the American Lutheran Church. He had been a leader in organizing $45 million in American help for the rebuilding of Protestant churches in Germany after 1945. By the time of his death in 1951, the federation represented 52 churches in 25 countries.
