Background

The Somalia National Tuberculosis Program (NTP) is currently facing significant challenges in combating tuberculosis (TB). The deployment of advanced diagnostic technologies such as GeneXpert and Truenat machines is hindered by a fragmented data landscape, manual data entry, and limited real-time monitoring capabilities. These issues lead to delays in reporting and decision-making, highlighting the urgent need for an improved diagnostic connectivity system.

Purpose

The primary goal of this RFP is to procure a robust, integrated connectivity solution. This solution will unify TB diagnostic machines across more than 105 sites into a cohesive data management system. The initiative is specifically designed to enhance data accuracy, reduce reporting delays, improve machine performance monitoring, and ultimately strengthen TB control efforts in Somalia.

a) Scope of Work
The scope of work includes, but is not limited to, the following tasks:

1. System Design and Planning
• Conduct a comprehensive needs assessment.
• Develop an implementation plan detailing timelines, resource allocation, and risk management strategies.
• Engage with stakeholders to ensure the solution aligns with national health policies and global TB control standards.

2. Supply and Installation
• Supply the necessary hardware and software for the connectivity solution.
• Install and configure the systems at all designated sites, ensuring compatibility with existing Laboratory Information Systems (LIS) such as DHIS2.
• Provide redundant data transmission pathways to ensure no data loss during network disruptions.

3. Integration with LIS and Data Systems

• Ensure seamless integration with existing LIS and other data management systems.
• Implement secure, encrypted data transfer protocols to maintain data integrity and confidentiality.
• Develop bi-directional communication capabilities for real-time data sharing and feedback loops.

4. Training and Capacity Building
• Design and deliver a comprehensive training program for laboratory personnel, including on-site and remote training options.
• Develop user manuals, quick reference guides, and video tutorials to support ongoing learning.
• Establish a train-the-trainer program to build local capacity for long-term sustainability.

5. Data Management and Reporting
• Implement real-time data collection, transmission, and storage systems.
• Develop customisable dashboards for monitoring key performance indicators (KPIs), including machine performance, test results, and inventory management.
• Ensure the system supports automated reporting, with notifications for critical events, system alerts and data reporting.

6. Maintenance and Support
• Provide after-sales support, including remote and on-site technical assistance.
• Establish a helpdesk and support system for ongoing troubleshooting.
• Offer regular maintenance checks, system updates, and a clear escalation path for urgent issues

7. Monitoring and Evaluation
• Implement a robust monitoring and evaluation framework to assess system performance against predefined indicators.
• Conduct regular reviews and provide actionable recommendations for system improvements.
• Develop a Strategic Plan/SOP for ongoing monitoring, including a performance dashboard accessible to relevant stakeholders.

b) Technical Specifications
The connectivity solution must meet the following minimum technical specifications:
1. Compliance and Compatibility
• Must comply with international standards, including WHO, FINDXX
• It should integrate seamlessly with existing LIS, GeneXpert, Truenat, and other laboratory systems.
• Must be adaptable to field conditions, with offline data storage capabilities and automatic synchronization when connectivity is restored.
2. Data Security
• Implement end-to-end encryption for data in transit and at rest.
• Include robust user authentication protocols and role-based access controls.
• Ensure compliance with national data protection regulations and international best practices.
3. User Interface and Analytics
• Provide an intuitive, user-friendly interface for laboratory personnel.
• Include built-in data analytics tools for real-time decision support.
• Offer customizable dashboards for various user levels, from field technicians to national program managers.

Deliverables
The supplier is expected to deliver:
a. Fully Functional Connectivity Solutions
• Supply, install, and configure connectivity hardware and software at all designated sites.

• Comprehensive training programs and materials, including video tutorials and user guides.
• A train-the-trainer program to build local capacity for ongoing system support.

c) Supplier Qualifications
Suppliers must demonstrate the following qualifications:
1. Experience
• Proven track record in implementing GeneXpert connectivity solutions, with successful projects in at least five African countries.
• Experience in integrating with LIS and other health information systems.
• Strong regional or local presence to ensure timely support and maintenance.
2. Technical Expertise
• In-depth knowledge of TB diagnostic systems and laboratory information systems.
• Capability to deliver secure, scalable, and adaptable connectivity solutions
3. References
• Provide at least three references from previous clients, particularly in similar projects.

b) Provide a certified copy of tax registration, tax clearance certificates or similar documents;

• Implementation methodology, including timelines and risk mitigation strategies.
• Training and support plan.
3. Company Profile
• Overview of the company’s experience, qualifications, and relevant projects (Please attach LPO’s, contracts or other such relevant documents)
• Key personnel involved in the project, including their qualifications and roles (please attach CVs)

EVALUATION CRITERIA
Proposals will be evaluated based on the following criteria:

1. Mandatory Documents
I. Provide a certified copy of a certificate of business registration, certificate of incorporation, business license or similar document.
II. Provide a certified copy of tax registration, tax clearance certificates or similar documents.

2. Technical Evaluation
Vendors will be evaluated based on the following:
a. Technical Compliance:
• Scope of Work, Technical Specifications, Supplier Qualification and Deliverables as specified)
• Alignment with the technical specifications and scope of work.
• Innovation and adaptability of the proposed solution.
b. Experience and Qualifications
• Supplier’s experience in similar projects (please attach previous contracts or LPO’s)
• Qualifications and expertise of key personnel (Please attach CVs of Key Personnel)
c. Support and Maintenance
• Quality and availability of after-sales support.
• Ability to provide timely and effective maintenance services.

3. Financial Proposal
Financial proposal should include:
• Detailed cost breakdown in USD, including hardware, software, training, and maintenance.
• After Sale Services (Warranty on parts and Technical Support);
• Payment terms and conditions.
• Validity of the offer
