Organization for Child Development and Transformation (CHADET) is a charity which exists to ensure provision of quality services for children made vulnerable by street life and work, risky migration, early marriage, orphan hood, domestic work and HIV.

CHADET is seeking qualified candidate for a Safeguarding Coordinator position who fulfills the following job requirements.

Job Summary:

The Safeguarding Coordinator will take a lead in driving our endeavors in safeguarding focused area of work across CHADET’s project intervention areas. The Coordinator will combine elements of capacity building and monitoring whilst enforcing compliance and accountability, management and investigation. The post holder will also be expected to provide significant mentoring and capacity-building to staff and stakeholders. The successful candidate should possess significant communication skills and flexibility to work in rural and hard to reach contexts.

 Job Description:

Staff Management

  • Manages, supervises, leads and supports the CHADET’s Safeguarding project implementation
  • Ensures the development of key leadership, management, financial and administrative skills to increase staff’s capacity to develop and undertake major initiatives and assume larger responsibilities to further expand program/project impact and sustainability;
  • Supports the development of high performing teams at the program/project operational area level and ensures that appropriate procedures and policies are followed;
  • Completes all CHADET performance management activities including: performance planning, monitoring, and annual performance appraisals.  In consultation with the D/Executive Director and HR Unit, takes appropriate personnel actions to address problems.

 Leading and Championing Safeguarding Functions

  • Identify potential risks to vulnerable children and adults in all the project activities including workshops and events, plan mitigating measures with actions for follow up by respective teams.
  • Undertake clear, strong advocacy in line with the safeguarding Policy in CHADET’S intervention areas and with implementing stakeholders.
  • Deliver high quality, accessible and reliable support, guidance and capacity to the CHADET SMT
  • Establish safeguarding networks to champion local implementation
  • Ensure that a mapping of service providers for vulnerable children and adults is completed in CHADET’s operational areas and local procedures are developed/up to date

Develop and conduct training and capacity building programs

  • Deliver a suite of mandatory core training workshops as to enable staff with key responsibilities to undertake their roles and mainstream safeguarding functions
  • Deliver on-going refresher training and safeguarding inductions as appropriate
  • Review and strengthen the Safeguarding systems within CHADET, with partner agencies by planning and delivering training programs accordingly.
  • Develop capacity building plan for staff and stakeholders and provide on-going mentoring and support
  • Serve as safeguarding lead focal point for CHADET and lead on establishing strong safeguarding procedures and risk assessment in all program activities
  • Build the capacity of safeguarding focal points to deliver safeguarding trainings, manage & undertake investigation, receiving and recording reports.
  • Build capacity of staff and stakeholders in safe programming and safeguarding risk assessment and mitigation
  • Lead the mapping process to identify and develop Safeguarding Procedures for reporting and responding to child and/or adult abuse.
  • Build and maintain relationships with stakeholders and other concerned bodies to promote the continuous development and monitoring of safeguarding practices.

Child Safeguarding Standards are applied throughout CHADET’s programs

  • Coordinate with the regional safeguarding officers and monitor the overall implementation of the Child safeguarding policy in the programs.
  • Conduct a review of Child Safeguarding Policy implementation in all Project areas and implement the Child Safeguarding Policy Compliance Action Plan
  • Ensure that the safeguarding mechanisms are in place and are subject to continuous monitoring/review.
  • Oversee and enforce follow-up in order to ensure maximum levels of compliance and competence.
  • Identify and utilize opportunities to integrate safeguarding approaches into all aspects of our work
  • Apply critical analysis to ensure that we live up to our commitment to making CHADET safe for vulnerable children and adults by ensuring that programs are designed in a safe manner, safeguarding concerns are reported effectively in line with the policy, acting as the organization’s referral point
  • Ensure that concerns are followed up safely, effectively and efficiently and to the required standards.
  • Collaborating with key teams and processes within CHADET to ensure that Safeguarding issues are integrated into all systems.

Employment term:   One year contract with possible extension based on proven performance

Job Requirements

QUALIFICATIONS AND EXPERIENCE

Essential

  • Experience in child protection/child safeguarding practice in humanitarian setting
  • Experience within NGO or similar other organization working with vulnerable communities and children.
  • Experience of managing as well as undertaking complex child protection/safeguarding investigations and or disciplinary investigations
  • Excellent verbal communication and report writing skills in English language
  • Excellent presentation skills
  • Demonstrable commitment to Children’s Rights
  • Ability to prioritize and deal with competing demands
  • Ability to provide long distance support and establish supportive relationships and networks
  • Ability to deliver results against demanding timetables and in the face of competing demands
  • Ability to travel and work within challenging environments
  • Awareness of own strengths and weaknesses and evidence of commitment to self-managed personal development
  • Written and spoken Amharic, English and preferably Afaan Oromo too

REQUIREMENT

  • A minimum of MA/MSc or BA Degree in Law, Gender and development studies, or other relevant fields of the social sciences including Development planning, Project management, sociology, community Development.
  • At least three years of experience for MA/MSc and five years for BA on project management/coordination in the NGO sector and in the management of projects of similar nature.
  • Proven experience in report writing.
  • Ability to work independently and think innovatively and strategically, as well as work collaboratively.
  • Proven experience of Monitoring and Evaluation (M&E) and its application within annual planning processes.
  • Experience of managing subordinate staff

SKILLS AND ABILITIES

  • Excellent IT skills, especially MS Word, Excel and other MS Office applications.
  • Excellent analytical and critical thinking skills.
  • Strong interpersonal skills and ability to manage complex and sensitive organizational relationships.
  • Fluency in English and Amharic (spoken and written) is required
