Health Initiatives for Safety and Stability in Africa (HIFASS), is a non-profit organization registered in 2007 in Nigeria with a core objective of expanding quality health care and treatment in Africa. Our vision is enhancing healthier and safer communities, while our mission is to collaborate with partners to promote comprehensive and sustainable interventions for public health, support military medicine and health diplomacy for peace, stability and development of communities. Over the years HIFASS has provided manpower and associated technical support to PEPFAR, Research activities, USAID and World Bank funded projects in Nigeria and further more played a role in the management of personnel services.

HIFASS is therefore seeking the employment of the position below to support the existing government health systems with necessary equipment, materials and infrastructure to improve healthcare provisions to refugees and host communities in Taraba State:

Security Liaison Assistant

Field Operations Job Type: 3 months
Report’s To: Program Manager
Work Hours: full-time 40 hours/week

Basic Function

  • The Incumbent Provides strategic advice and safety leadership to help handle security risks and maintain continuity of operations.
  • The Security Liaison Assistant (SLA) is also responsible for developing and maintaining relationships with all of HIFASS’s Implementing Partner’s (IPs) in Taraba State in regards to security related issues.
  • The incumbent assists in the day-to-day management and coordination of Public Protection Forces (PPF) issues for HIFASS projects in various Local Government Areas.

Major Responsibilities

  • To develop Safety and Security plan and support property management.
  • Assists Safety and Security Officers (SSOs) by participating in technical reviews of UNHCR security plans and making suggestions for improvement when necessary.
  • Advises the office to ensure appropriate control and disposal procedures for sensitive and controlled security equipment and documents.
  • Advise and support the Representative or Head of Office in managing staff safety and security of HIFASS-UNHCR staff, partners, operations, premises and refugees or persons of concern.
  • Tracks UNCHR locations and operations as well as incidents and events that could affect the security situation of staff.
  • Receives and consolidates all incident reports as they are provided by IPs and other sources and maintains a database cataloging all critical incidents by date, type and provincial location.
  • Undertake periodic security assessments in close co-operation with UNHCR senior staff members and interagency partners, analyzing security factors and levels of risk related to UNHCR activities and programmes.
  • Conducts independent information analysis and evaluates all information as it relates to political, economic, social, technical, or military conditions.
  • May conduct travel to LGAs and ground assets to core sites across Taraba to assess HIFASS IP safety and security requirements.
  • Perform other duties as required.

Required Qualifications/Experience, Knowledge, Skills and Abilities

  • University Degree with a focus on Security Management and/or related disciplines (business administration, political/social science, international relations, military or police academy degree or training will be an added advantage. (at Officer Level).
  • Minimum of 4 years of relevant professional experience
  • Knowledge of Hostile Environment Awareness Training (HEAT) principles, UNDSS basic/advance security of the field protocols will be an added advantage,
  • Excellent knowledge of safety and security auditing and security apparatus/gadgets.
  • Good computer skills;
  • Excellent knowledge of English and good working knowledge of any the local language.

HEALTH INITIATIVES FOR SAFETY AND STABILITY IN AFRICA (HIFASS) is a Non-Government Organization (NGO) incorporated in October 2007 with the core mandate of “enhancing population health in Africa”, by expanding quality health care and treatment in Nigeria and the rest of Africa. HIFASS supports Public Health, Safety Intervention, HIV/AIDS related Services including OVC comprehensive services and Prevention of Mother to Child Transmission of HIV/AIDS Project (PMTCT) as well as behaviour change and demand creation.

HIFASS is involved in health survey, monitoring and evaluation, site coordination, clinical services, administration, laboratory and research services. HIFASS also provides clinical laboratory management training for laboratory scientists and technicians in Nigeria as well as regular trainings on basic HIV management, counselling and testing.

OUR PRIMARY TARGETS ARE;

  1. Military Personnel and Civilians around military formations
  2. Orphans and Vulnerable Children (OVC)
  3. Pregnant Women

MISSION STATEMENT: Collaborating with partners to promote public health (focusing on primary health care), support military health care and promote health diplomacy for peace, stability and development in Africa.

ORGANIZATIONAL GOAL: Improve quality of and accessibility to Health Care services through Health System Strengthening, Health Manpower Management, Community Health Services, Trainings and Capacity Building and Health Care Education

OBJECTIVES:

*  Create awareness on HIV/AIDS and other epidemics by disseminating information to communities;

*  Work with the military to provide quality health systems and infrastructures;

Support continuing education through technical programs and administrative support;

*  Promote self – help groups for grass root empowerment through community health services there by, promoting sustainable livelihoods and

Generate database on prevalent health issues.
