Context and Scope:

The Office of Staff Security (OSS) is responsible for providing leadership on security policy management and Country Office operational support to enable effective implementation and delivery of IOM programmes and activities, while managing security risks at acceptable levels.

Under the direct supervision of the Regional Security Officer based in the Regional Office – Pretoria, South Africa, the incumbent will be responsible and accountable for providing support to the daily operational system of the Office of Staff Security.

Core Functions / Responsibilities:

  1. Gather and assess information received from a range of open and closed sources such as electronic media, open and human intelligence (HUMINT), security agencies/networks and other sources of information in order to support action.
  2. Monitor security events, trends, patterns within designated areas which could impact on the safety and security of IOM staff, resources, and/or programs, activities or operations.
  3. Evaluate gathered information or data (statistical data, trends and patterns of global security situation, threats, disasters, calamities and other emergency management information) using appropriate modalities to validate or determine its integrity and accuracy.
  4. Analyze security information or data. Draft written communications and documents for the use of IOM senior management, Regional Representatives, Chiefs of Missions, Security Focal Points and Alternates, Heads of Offices and Project Mangers to help them make informed decisions.
  5. Responsible for the issuance of appropriate advisories and recommendations to keep IOM staff members abreast of safety and security developments (i.e. Travel Security Advisories, Incident Flash Alerts and messages issued through the OSS Staff Emergency Advisory System).

6) Responsible for maintaining standards for security information (gathering, recording, storing, accessing and sharing of information) in compliance with OSS information security policy, procedures and codes of practice.
7) Carry out safety and security briefings to IOM staff. Provide safety and security presentations to other stakeholders as required.
8) Critical Incident Management on-site or off-site (during major security incidents and disasters affecting IOM staff, assets and operations.
9) Prepare documents required by EU Election Observation Missions, IOM management and Missions prior to travel.
10) Provides relevant security operations support and recommendation for IOM Missions and activities, including but not limited to support for Security Risk Assessments performed by the Regional Security Officer, IOM Field Security Officers and Security Coordinators.
11) Responsible for updating and maintenance of various contingency management databases and other similar OSS Global OPCEN documents (i.e. warden contact lists, global security focal points and alternates directories, the global security incident database and archiving of OSS OPCEN mailbox).
12) Act as the Travel Request Information Process focal point to resolve any technical queries related with the system.
13) Perform other duties as may be required related to safety/security management.
Required Qualifications and Experience

Education
• University degree in Communications, International Studies, Humanities, Security Management, Criminology, Social Science or any related field from an accredited academic institution, with four years of relevant professional experience in the military, police and/or private security sector; or
• Completed High School degree from an accredited academic institution, with six years of relevant professional experience.

Experience • Experience in information analysis and with research capacity required. • Able to maintain confidentiality and discretion in appropriate areas of work.

Skills • Knowledgeable in Microsoft applications (Word, Excel); including good understanding of electronic mapping systems (ArcGIS, Google Earth); • Previous experience in an international organization an advantage; • Willing to extend working hours or be on-call 24/7 during emergency situation.

Languages
IOM’s official languages are English, French, and Spanish.
Fluency in English is required (oral and written). Working knowledge of IOM Languages will be an added advantage.
