BACKGROUND:

The Ethiopian Agricultural Transformation Agency (ATA) is a strategy and delivery-oriented government agency created to help accelerate the growth and transformation of the country’s agriculture sector. The ATA envisions that, by 2025, smallholder farmers are commercialized with greater incomes, inclusiveness, resilience and sustainability, contributing to Ethiopia’s achievement of middle-income country status.

The agency focuses on two primary national approaches to catalyse agricultural transformation. First, we support the Ministry of Agriculture and Livestock Resources (MoA), its affiliate institutions, and other partners to identify and address systemic bottlenecks within an Agricultural Transformation Agenda. Second, we support Regional Governments to accelerate development of high-priority commodity value chains in clearly defined geographic clusters, through the Agricultural Commercialization Clusters (ACC) Initiative.

Our major activities include conducting strategic and analytical studies, providing technical implementation support, coordinating platforms to better integrate partners and projects, and designing and directly leading a number of implementation projects. Our headquarters are in Addis Ababa, and we have regional offices in Amhara, Oromia, SNNP, and Tigray regional offices, allowing us to work closely with a wide range of public, private and development sector partners across the country.

POSITION SUMMARY:

The Senior Data and Reporting Officer will report to the Manager of the Delivery Unit and focus on supporting design, development and roll out of enhanced planning, project management and reporting templates, tools, processes and systems. He/she will also focus on troubleshooting data collection and reporting tools, systems and activities, producing value added reports for decision-making through analysis and synthesis of data, and advising implementing partners on data and reporting activities required to support timely and effective reporting to senior leadership. The Data and Reporting Officer will be supported by senior ATA staff working in this area including receiving initial and ongoing training and regular guidance and coaching, and will also work closely with the Planning and Programming functions in each partner institution given the various touch points of these teams with the Delivery Unit.

Candidates for these roles must therefore bring an entrepreneurial, can-do attitude, and enjoy working in a fast-paced organization that is mission and results driven. They will have expertise with data collection, management, analysis, and reporting, including developing and/or supporting roll out and troubleshooting of new data and reporting tools, processes and systems, preferably in large organization and working senior leaders. The ideal individuals will also demonstrate strong attention to detail, and excellent written and verbal communication, problem solving and project management skills. He/she will also have the ability to exercise good judgment in a variety of situations, multitask and work under pressure and competing priorities.

 ESSENTIAL DUTIES:

  • Working together with other DU staff, senior staff at ATA and others, support design, development and roll out of enhanced planning, project management and reporting templates, tools, processes and systems, and serve as a liaison and resource person for the DUs and host institution staff in these areas.
  • Troubleshoot data collection and reporting tools, systems and activities.
  • Apply data analysis and statistical techniques to assess trends, forecast future performance, and generate insights from data.
  • Producing value added reports for decision-making through analysis and synthesis of data, and provision of recommendations.
  • Develop data management and information exchange manuals and guidelines for effective data collection, storage, analysis and interpretation.
  • Serve as point person in the DU to track progress and provide support on data collection and reports preparation.
  • Continuously monitor and identify challenges to timely, accurate and effective reporting, and propose and support implementation of enhancements to tools, processes and systems to address these challenges.
  • Support engagement and alignment with the Planning and Programming functions in each host institution in the areas of data collection and management systems, data analysis and reporting.
  • Advise DU host institution staff and implementing partners on data collection, management and reporting activities required to support timely and effective reporting to senior leadership.

Job Requirements

  • Bachelors or master’s degree in computer science, information systems, statistics, business administration, or social sciences.
  • At least 8 years of work experience with bachelor’s degree or 6 years of experience with master’s degree, with at least 2 years of this experience specifically focused on data collection, management, analysis and reporting activities in a large international NGO or private company setting.
  • Experience with design, development and roll out of enhanced planning, project management and reporting templates, tools, processes and systems.
  • Experience working with multiple types of data sources systems, tools and formats, extract, structure, process, analyze and synthesis data.
  • Ideally some experience also preparing dashboards, performance reports and documents for senior leaders.
  • Excellent critical thinking and analytical skills.
  • Very strong skills with Microsoft Office (MS Word, Excel, PowerPoint and Access) required, experience with database systems preferable.
  • Self-starter with strong motivation, ownership and commitment to drive transformation.
  • Exhibits an innovative and high-performance mindset and culture and can perform at a high level under pressure and in challenging environments.
  • Can act as a champion for change and can effectively support change management efforts.
  • Strong team player with excellent relationship building and management skill, ability to promote dialogue and communicate clearly and confidently, and a network of professional contacts.

Ethiopia is a country of natural contrasts, with waterfalls and volcanic hot spring, dry desert lands and rich fertile soil. Agriculture is the foundation of the Ethiopian economy. It contributes approximately 46 percent to the national GDP and employs over 80 percent of the population.

In 2009, Ethiopia was in the final year of its five year Plan for Accelerated and Sustained Development to End Poverty (PASDEP) and beginning to design its next five year plan – the first Growth and Transformation Plan (GTP). It had also begun a rapid growth period with major gains in its agriculture sector. In the midst of these development, the late Prime Minister Meles had a fortuitous meeting with Melinda Gates, Co-Chair of the Bill & Melinda Gates Foundation where he asked for the Foundation’s support in identifying an innovative way to catalyze not only the growth but of the transformation of Ethiopia’s agriculture sector.

This began a journey of nearly two years, where the Gates Foundation facilitated a process led by the Ministry of Agriculture that developed eight different diagnostic and a series of recommendations. The summary conclusions identified two key challenges to transforming Ethiopia’s agricultural sector:

  • Narrow approach to sectoral change – Many projects and programs have focused on selected aspects of the sector, leading to disconnected interventions that fail to address the root causes of low agricultural productivity. As such, many initiatives do not achieve the cohesion and integration required for success at scale. Furthermore, individual programs are frequently not adapted to local conditions in different regions.
  • Lack of implementation capacity – Many large-scale initiatives lack staff with the appropriate mindsets or skills needed at both the federal and regional level. Even projects that are well-designed and well-resourced often fail to meet all their objectives due to the lack of strong project management and systematic implementation.

Furthermore, this study identified learning’s from other rapid growth and transformation initiatives around the world and in other sectors within Ethiopia. Key to these efforts has been a dedicated unit with strong management and support from key government leaders that led a successful effort of transformative and sustainable change in a focused program area.

Based on these recommendations, in December 2010 the Council of Ministers in Ethiopia passed Regulation 198/2010 which established the Agricultural Transformation Agency (ATA) as the Secretariat of an Agricultural Transformation Council chaired by the Prime Minister.
